Ronda Kelley, Management Assistant, stated that the Louisville Housing Authority had asked for a
waiver of development fees, asked the City to extend the water line to Garfield to improve the water
flow to the facility, and to provide a sidewalk in front of the site and extending down to Griffith.
Staff looked into the requests and their recommendations included a waiver of the service expansion
and thoroughfare fees, a waiver of the use tax on residential construction material, an in-kind
contribution by the City in the amount of the permit, plan check, electrical, plumbing, and mechanical
fees, the installation of a watermain to the project consistent with the City's overall Water Master
Plan, and an extension of the sidewalk from the northern comer of the senior site to Griffith.

Davidson called for Council questions, comments, or motions.

Mayer explained that this is senior housing provided by the Louisville Housing Authority and is
effectively going to be City property. The City is waiving all of the fees into the General and CIP
Fund, not the ones in the Enterprise Fund.

Keany moved that Council approve Resolution No. 54, Series 1995, waiving certain fees and making
in-kind contributions. Seconded by Mayer. Roll call was taken. Motion passed by a 5 - 0 vote with
Howard and Lathrop being absent.

DAILY CAMERA BILL

Mayer asked why the City subscribed to the Daily Camera, particularly since no one is at City Hall
on Saturday or Sunday.

Bill Simmons, City Administrator, did not feel the City needed to subscribe to it. In a follow-up to
the bill list, the Finance Committee did not have a formal meeting, but there were questions called into
staff. He handed out a memo that responded to those questions.

Mayer asked the Finance Committee review this and give their recommendation.

OTHER REGULAR BUSINESS ITEMS ARISING AFTER PREPARATION OF AGENDA

NONE

CITY ATTORNEY'S REPORT

NONE

CITY ADMINISTRATOR'S REPORT

Bill Simmons, City Administrator, stated that the Goodhue Ditch Board met September 26 to discuss
the possibility of lining the Goodhue Ditch from Pine Street to the flood control structure 900' south,

9
