RESOLUTION #36, SERIES 1989 - P.J.M. <br />ANNEXATION Read by title only Resolution #36, Series 1989, "A <br />Resolution setting forth findings of fact and <br />conclusions relative to the annexation of certain <br />real property located south of Hutchinson Street and <br />east of Cleo Mudrock Park, owned by P.J.M. <br />Development Corporation." Certification of <br />publication and notice of public hearing were <br />established by the City Clerk. <br />Franklin explained that as required by state law, <br />this Resolution makes finding as to whether this <br />annexation meets state law and is eligible for <br />annexation. The property owner, P.J.M., is <br />requesting annexation of approximately 5 acres which <br />is located south of Hutchinson Street and east of <br />Cleo Mudrock Park. The property is an enclave. The <br />proposed zoning (Ordinance #1000) is RL, Residential <br />Low Density, compatible with the surrounding area. <br />The owner/developer will need to submit applications <br />for a preliminary plat followed by a final <br />subdivision plat and that will be done shortly once <br />annexation is completed. The same property owners <br />who were notified of the public hearings for this <br />annexation request will be notified when the plans <br />for development are submitted to the Planning <br />Commission for a final plat. <br />Mayor Fauson opened the public hearing. <br />Several residents spoke expressing concerns regarding <br />the plans for the use of the land (proposed zoning is <br />Residential Low Density), the lack of a development <br />map, and the concern that Lincoln would be extended. <br />They felt there are problems surrounding the exact <br />location of Lincoln and the traffic problems that <br />would result from its extension. <br />After much discussion, Council assured the residents <br />located directly adjacent to this property that <br />Council would be very diligent in reviewing any plans <br />for the property and citizens would again have input <br />during that process. The zoning is compatible for <br />the area and Council felt the annexation and zoning <br />were appropriate, yet realized that the development <br />plans would need careful review before final <br />approval. <br />Mayor Fauson closed the public hearing and called for <br />a motion. <br />Carnival moved and Ferrera seconded to adopt <br />Resolution #36, Series 1989. By Roll Call Vote, the <br />motion passed 7-0. <br />7 <br />
