City Council <br />Meeting Minutes <br />May 26, 2015 <br />Page 11 of 12 <br />Council member Leh asked what the staff burden would be with a fixed number or a <br />rolling number; would the steps be different and what the fiscal impact would be. <br />Planning and Building Safety Director Russ stated the staff could bring back that <br />information. They know the building stock, the year and how many buildings were built <br />and could show Council a proportionate share. He noted it would not be an increase to <br />staff but could be a significant increase to the HPC. <br />Mayor Pro Tem Dalton felt it would also affect staff as they would have interaction with <br />the HPC. <br />Mayor Muckle called for the next agenda item, the executive session. <br />REGULAR BUSINESS ITEMS SUSPENDED <br />EXECUTIVE SESSION <br />REAL PROPERTY ACQUISITIONS <br />(Louisville Charter, Section 5 -2(c) — Authorized Topics — Consideration of real <br />property acquisitions, only as to appraisals and other value estimates and <br />strategy, and C.R.S. 24- 6- 402(4)(a)). <br />The City Manager requested the City Council convene an executive session for <br />the purpose of consideration of potential real property acquisitions conceming <br />property in Louisville. <br />City Clerk Varra read Section 2.90.050 public statement from the Louisville Municipal <br />Code, which governs the topics, which may be discussed in an executive session. <br />City Attorney Light stated the authority for conducting an executive session is the <br />Louisville Charter, Section 5 -2 (c) - Authorized Topics — Consideration of real property <br />acquisitions, but only as to appraisals and other value estimates and strategy. The <br />Colorado Open Meetings Law found in C.R.S. 24- 6- 402(4)(a) also authorizes an <br />Executive Session. City Attorney Light explained the executive session is at the <br />request of the City Manager for the purpose of consideration of potential real property <br />acquisitions of unincorporated rural property located in the Louisville area. <br />MOTION: Mayor Muckle moved the City Council convene an executive session for the <br />purpose of consideration of a potential real property acquisitions with regard to real <br />property located in the Louisville area, but only as to appraisals, value estimates and <br />strategy for such potential acquisitions and the executive session include members of <br />the City Council, City Manager, Deputy City Manager, Parks and Recreation Director, <br />and the City Attorney, seconded by Council member Lipton. All were in favor. <br />The Council adjourned to executive session at 8:30 p.m. The regular meeting was <br />reconvened at 9:00 p.m. <br />
