City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page 13 of 34 <br />Steve Poppitz, 1036 Walnut, Louisville, CO presented 25 additional signatures against <br />extending Lee Avenue. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO reviewed the principals of the Mixed <br />Use Standards and Guidelines and the Highway 42 Revitalization Area Comprehensive <br />Plan, which included statements about strengthening and enhancing residential <br />neighborhoods while protecting them from potential impacts associated with new <br />development. He noted 95% of the neighborhood signed a petition. He felt it was a <br />matter whether the Council feels they know more about what's good for the <br />neighborhood than the people who live in the neighborhood. <br />COUNCIL COMMENTS <br />Council member Stolzmann disagreed with the answer given to Council member Lipton <br />concerning the City not having another opportunity to purchase the property. She was <br />in favor of denying the resolution and felt Council should look at the Highway 42 Plan to <br />determine a way to mitigate the congestion. She stated on the one hand, Council has <br />heard this will not impact the neighborhood, and on the other hand it will help alleviate <br />the congestion on Highway 42. If the City does not purchase the property the owner <br />can continue to rent the property or sell it. A new owner can live, rent or redevelop the <br />property. She stated this item was not budgeted and Council has been told this roadway <br />is not needed right away. <br />Council member Leh felt the purchase of the property was premature due to the <br />uncertainty. He was not convinced a car per minute to the system would create a <br />problem. He stated he would vote against the resolution. <br />Council member Keany stated based on the Planning Director's comments that this <br />street extension may not be built for 18 to 20 years and the City's current budget <br />situation, he felt the purchase was premature. He would not support the purchase of this <br />property. <br />Mayor Muckle stated the Council has agreed not to put in the road until the adjacent <br />properties are available. If the road is not built in the near future it would address the <br />Pine Street resident's concerns. He agreed with the value of connecting <br />neighborhoods. He did not support the resolution. <br />Mayor Muckle called for public comment and hearing none, closed the public hearing. <br />RESOLUTION No. 18, SERIES 2015 <br />MOTION: Mayor Muckle moved to approve Resolution No. 18, Series 2015, seconded <br />by Mayor Pro Tem Dalton. <br />
