Open Space Advisory Board
Minutes
June 10th 2015
before the contract is finalized. Missy asked about the timeline for rollout of the
program. Ember replied that the entire project is still waiting on Council approval for
CIP funding which should be decided in November.
G) Maintenance being done by seasonal Open Space employee and Harlan, the full time
employee. They will be doing lots of trail repair rather than mowing this week, since
there was so much recent rain. However, the Coal Creek Trail repairs will be done by a
contractor to speed things up.
H) There have been several Citizens calls of concern about fence -line mowing. The city
doesn't mow along fence lines any more, but citizens are allowed to mow up to 10 feet
into City Open Space from their fence. Citizens report having a difficult time doing the
mowing because the grass is so thick that personal lawnmowers can't always handle the
dense grass.
I) Ranger Tom discovered that Coyote Run had an active slope and soil movement is
evident. This is occurring north of W. Sagebrush Ct. on the south side of the open space
property. A soil engineer will check on it tomorrow, but staff sees no cause for concern
based on initial evaluations.
VI. Board Updates -
None
VII. Public Comments for Items Not on the Agenda -
Steve Costello (902 Grove Drive) - Mr. Costello is concerned about the puddling
and mud accumulation at the south end of the Dog Off -leash Area at Davidson Mesa.
Ember responded that staff is well aware of the problem and agree that it should be
addressed. Parks is hoping to do some improvements there in the fall, but funding isn't
guaranteed.
VIII. Resolution of Appreciation for Tom Davinroy:
Helen read the following Resolution of appreciation for Tom Davinroy out loud:
"Whereas, Tom Davinroy has served on the City of Louisville Open Space Advisory
Board for 9 years as a member, serving as chair for six of those years.
Whereas, his time as member of OSAB has been characterized by his commitment to
Open Space, rapier wit, dedication to commuting by bicycle, extensive knowledge of
hydrology and environmental sciences, `bridge building' with the City Council,
appreciation of staff, good humored meeting facilitation and advocacy for transparency
and strategic uses of Open Space funds. His wisdom and dedication to the preservation
and conservation of all things natural and wild, volunteer spirit, apparently unlimited
energy, strong leadership and obvious love of Louisville and our open spaces, his
commitment to Louisville will continue to shine and benefit the City of Louisville and its
citizens in his new role as Open Space Ranger.
Now therefore, with his departure from the Open Space Advisory Board, his fellow
OSAB members, the Director of Parks of Recreation and the Open Space Manager take
this opportunity to express our sincere gratitude for his countless and varied
contributions, leadership and guidance, and our heartfelt wishes for every success as he
3
