Louisville City Council Meeting <br />February 18, 2003 <br />Page 3 <br /> <br />APPROVAL OF LICENSE AND IMPROVEMENT AGREEMENT WITH THE <br />MAIN STREET LOUISVILLE BUSINESS IMPROVEMENT DISTRICT FOR <br />USE OF STEINBAUGH PROPERTY (824 Front Street) <br /> <br />Sisk called for Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reviewed the draft of the License and Improvement <br />Agreement between the City of Louisville and the Main Street Louisville Business <br />Improvement District (BID). She reported the Downtown Business Association (DBA) <br />has requested the use of the property located at 824 Front Street, as part of the summer <br />Street Faire. She stated the City Staff would remove the equipment remaining in the old <br />barn and the DBA will remove the metal siding, build a stage and wire the building for <br />sound and lighting. The building is to be known as the "Steinbaugh Pavilion", and would <br />provide shelter for bands booked for the Street Faire. The DBA has contracts for well- <br />known local bands and a professional sound engineer for all ten nights. Staff is requesting <br />Council approval to continue working with the BID on the License and Agreement and <br />for authorization for the Mayor or Mayor Pro-Tem to finalize the agreement. <br /> <br />Boyd explained the DBA would pave the parking area to be used for tables, a beverage <br />area, and a dance area, and install a storage building in the back comer for booths and <br />other equipment for the Street Faire. She explained the draft has minor issues to be <br />resolved; one is the requirement of the BID to obtain insurance. The agreement is <br />effective for a period of time when the improvements would be made to the facilities, and <br />for the ten days of the Street Faire. The facility would be available for other groups to <br />use if Council desires. She reviewed the key elements of the agreement: <br /> · Property will serve as the liquor-licensed premises for the Street Faire. <br /> · Street Faire activities will end at 10:00 p.m. <br /> · City will be responsible for removal of trash after the Street Faire, and will pay <br /> the electricity for the events. <br /> · The BID will, with licensed contractors and volunteer workers, make the <br /> improvements to the property, which will then be maintained by the City. <br /> · The BID has permission to use the facilities through December 31, 2005. <br /> <br />Nancy Love 841 Front Street, Louisville, CO, President of the DBA, clarified the DBA is <br />asking that the license and agreement be made with the BID for litigation of liability. <br />She explained the DBA obtained insurance last year for the Street Faire, and is having it <br />transferred to the BID. She thanked the Council and Staff for working on the project. <br /> <br />COUNCIL COMMENTS <br /> <br />Levihn asked for clarification that Council is approving the draft. He also asked if the <br />request for trash collection is consistent with what is done for other events. Sisk stated his <br />understanding that Council will authorize the Mayor or Mayor Pro-Tem to sign the final <br />license and improvement agreement. <br /> <br /> <br />
