City Council <br />Meeting Minutes <br />August 4, 2015 <br />Page 9 of 11 <br />Jean Morgan, 1131 Spruce Street, Louisville, CO explained when this was discussed in <br />May, it was suggested there should be some alternatives to mitigate traffic on Highway <br />42. She wrote a letter to City Council in July asking for research on widening roadways. <br />She offered a few ideas: 1) Create a southbound right turn on to Pine from Short or <br />Short Street; 2) Move the lane slightly eastward to help create a lane to allow traffic flow <br />from Short down to Pine Street; 3) Run pedestrian and bike traffic through the Miner's <br />Field neighborhood or through the underpass when it is completed. She supported the <br />closure of Spruce Street because it is difficult to make left tums onto or off Spruce <br />Street and wanted to make sure emergency vehicles could get through. She addressed <br />the proposal for a park or mews and felt there should be a turn -a -round rather than a <br />park. She questioned a park or mews in the neighborhood and suggested someone <br />ask the residents whether they want a park or mews. She thanked Council for not <br />extending Lee Avenue. <br />COUNCIL COMMENT <br />Council member Stolzmann did not believe the green area on the map represented a <br />park or mews or anything in particular. Mayor Muckle agreed and stated from the <br />transportation plan point of view it is the turning in and out of the neighborhood, but <br />noted this will be discussed later in the planning process. He did not feel there was any <br />reason to leave the Lee Avenue connection in the plan. <br />Planning and Building Safety Director Russ addressed Ms. Morgan's comments about <br />the southbound turn lane on Highway 42, and explained when the study was done it did <br />not divert traffic or take the DELO proposed traffic into the redeveloped district; it put it <br />on Highway 42. The length of the southbound right was sized with the southbound right <br />demand and extending it north serves no purpose other than impacting the ball field. <br />Council member Stolzmann had questions relative to re -doing Locke Street with a full <br />roundabout, and felt the double turn lane heading east seemed to be sufficient. She felt <br />the entire roundabout as planned, would be a waste of taxpayers' money. She had <br />questions on the safety and feasibility from a traffic engineering standpoint for the light <br />at Hecla and Cannon. She voiced her support for the resolution. <br />MOTION: Mayor Muckle moved to approve Resolution No. 52, Series 2015, seconded <br />by Council member Keany.
