is out of the barn, so to speak. I
don't see how we can back out of the
situation at this point. I favor
open space and, at the same time, I
know we need a tax base and
commercial development. I'm going
to favor participating in this
agreement.

Lathrop:

Davidson:

Brand:

Somehow my remarks got construed as
skulking around and doing something
illegally. I'm not advocating that.
I'm advocating that we make a
concerted effort, legally, to
acquire that property. Could he at least
refer to that and have it included
in the comments, since this is a
public hearing? Also, Paul Wood,
Planning Director, has raised an
issue that we had not thought about
before.

Tom Phare, Public Works Director, spoke on the memorandum (SEE
ATTACHED) in Council's packet, which spoke to some of the concerns
that the Public Works Department has for land adjacent to some of
the City's major facilities.

Lathrop:

As I read your remarks and the
preliminary agreement that I have on
the purchase in order to expand the
water treatment plant, we would

21
