Historic districts will be looked at. <br />Chair Becker thanked Trice. <br />c. 550 S. McCaslin Urban Renewal Plan Update and Next Steps <br />Chair Becker said the Urban Renewal process will be a discussion over <br />time. Council approved Urban Renewal at the September 1 meeting. <br />There are three options for the Property are being discussed: <br />1. Implement the Urban Renewal plan to encourage retail with <br />government help to remove blighting factors. <br />2. Small Area Plan — community dialogue to look at the McCaslin area <br />and it future over the next 20 — 30 years? <br />3. Continue the current process and work with the property owner and <br />try to find tenant that satisfies the zoning and private restrictions <br />upon the Property. <br />Intent of Urban Renewal is to create a retail -rich environment. No end <br />result in mind. <br />Two main items are: <br />1. To be able to facilitate Agreements, redevelopment agreements <br />2. Make available condemnation abilities <br />DeJong passed out a Process Tree to develop Request For Proposal <br />(RFP). <br />• Take UR Plan objectives and develop it into a project description <br />• issue an RFP to solicit proposals for development <br />• negotiate a proposed redevelopment agreement with desired <br />proposal and review with City Council <br />• If needed, pursue condemnation action to advance the desired <br />project <br />Condemnation discussed — there may be proposals that do not include <br />condemnation. <br />LRC and City need to know what the proposal is and if condemnation is <br />needed. <br />
