Ed Deborski, 1898 Tyler, Louisville, Colorado, had done some <br />research on his own, gathering copies of the IGA agreement, the <br />contract that Boulder County has with the Lastoka/Harney family, <br />and, spending his own time and money, took it to a lawyer for a <br />legal opinion of both documents. The legal opinion of both <br />documents is highly contradictory to the statement made by <br />Louisville's Council at their last meeting at the Recreation <br />Center, which concerned him highly. He, the four (4) ex-Mayors, <br />and Lawrence Enrietto went to the County Commissioners to request <br />that the County Commissioners allow the City of Louisville to <br />purchase the property in total and maintain as its IGA for the 1984 <br />agreement. The County Commissioners told them that they were going <br />to maintain it as a three (3) party agreement and nobody had <br />approached them about any other deal. He stated that the <br />Commissioners took exception to Council's statement that they <br />(Council) wasn't aware of the fact that they were going to make an <br />offer to purchase the property, as Council had stated at the <br />Louisville Recreation Center. He felt that Council should purchase <br />this property outright, own it outright, maintain it as a 1984 IGA <br />agreement, or they should not purchase an inch. <br /> <br />Norbert A. Meier, 234 Short Place, Louisville, Colorado, stated <br />that his name is on the IGA document. He felt that the City of <br />Louisville ought to purchase that property outright. His <br />understanding was that, perhaps, the landowners would be agreeable <br />to looking favorably upon some type of an offer from the City of <br />Louisville after the previous discussions that have transpired. He <br />stated that a drawn-up contract was brought to one of the City's <br />staff members and it hasn't proceeded anywhere since then. He felt <br />it was a very valuable piece of property to the City of Louisville <br />and its citizens. He told Council to purchase the property <br />outright, follow the IGA, as it is in tact. Do not add any <br />conservation agreements that were discussed earlier that would <br />possibly be tying the hands of future Councils, just like the hands <br />of this Council were meddled with by the previous Council. <br /> <br />Donna Wicker, 227 Hoover Avenue, Louisville, Colorado, felt that <br />the City should work to conserve Lastoka as open space, being a <br />natural buffer between Louisville and Lafayette. She urged the <br />Council to permanently protect this land from development. <br /> <br />Pat Scholes, 359 Pheasant Run, Louisville, Colorado, felt that this <br />property needs to be protected as open space and as a buffer. She <br />felt that participating with Lafayette and Boulder County is a good <br />financial way to go. She values Louisville as a small community. <br /> <br />Bill VanOrman, 1478 Franklin Court, Louisville, Colorado, moved <br />here in 1980. In 1984, he co-chaired the citizen's group that <br />defeated the developers on the annexation of the property, because <br />the citizens in Louisville wanted that preserved for open space. <br />Two (2) years ago, he was appointed by the Mayor and Council to <br />perform as a member of the Parks & Recreation Master Task Force <br /> <br />10 <br /> <br /> <br />
