Plan. The analysis of the data of the Parks & Recreation Task <br />Force Plan indicated that the parks, using national standards, <br />Louisville shows a deficit in tennis courts, ballfields, <br />playgrounds, picnic tables, and outdoor volleyball courts. The <br />recommendation of the Task Force was that the top priorities ranked <br />by all of those surveyed rated trail development, open space land, <br />improvement of curb parks, future park development, and a large <br />multi-use community park, acquisition of additional land for park <br />development as the No. 1 priority by the Parks & Recreation <br />Department. He supports the move to acquire this property and <br />preserve it for open space. <br /> <br />Susan Morris, 939 West Maple Court, Louisville, Colorado, stated <br />that she, too, was a member of the Council that passed the original <br />IGA. She asked that Council support the IGA, to purchase the <br />Lastoka property, especially regarding the original intent to <br />provide a buffer between the cities of Louisville and Lafayette. <br />She felt it is important to separate and differentiate the two (2) <br />communities. It was her opinion that this is not an appropriate <br />area for recreational use. She asked Council to look at other <br />areas. She felt an open space buffer is just that and does not <br />include lighted ballfields. <br /> <br />Betty Solek, 725 Lincoln Avenue, Louisville, Colorado, spoke for <br />the acquisition of the property as an open space buffer between <br />Louisville and Lafayette. Concerning the IGA, she felt Louisville <br />and Lafayette needed to work together for the good of both of the <br />cities. She felt it was a cost effective way to use Louisville's <br />open space monies. She supports the conservation trust agreement, <br />which she felt was a very important part of the IGA. She wanted <br />Council to look at other areas for ballfields, with respect to <br />neighborhoods, noise, and lighting. <br /> <br />Bill Frazier, 1122 West Enclave, Louisville, Colorado, felt that <br />the arguments for purchasing this property outright are really just <br />a veiled proposition to buy it now and develop it in a few years. <br />He wanted to vote for staying with this agreement for the open <br />space. <br /> <br />Jay Berger, 1016 Main Street, Louisville, Colorado, was in support <br />of the IGA agreement and the purchase of the Lastoka property as <br />open space and buffer. He felt that for Louisville not to go in <br />with Boulder County and Lafayette would be foolish. <br /> <br />Bruce Kirschner, 1366 Caledonia Circle, Louisville, Colorado, <br />strongly supported the City of Louisville entering into an <br />agreement with Boulder County and the City of Lafayette to purchase <br />the property. He felt that the City of Louisville could never have <br />too much open space and felt it should be permanent open space. He <br />felt growth needed to be controlled and balanced.
