RESOLUTION NO. 11, SERIES 1993 - ALAN FYNE, BOARD OF APPEALS
AND ZONING ADJUSTMENTS

Davidson read and mailed Resolution No. 11, Series 1993, to Alan
Fyne.

RESOLUTION NO. 12, SERIES 1993 - ROBERT ROSS, BOARD OF APPEALS
AND ZONING ADJUSTMENTS

Davidson read and presented Resolution No. 12, Series 1993, to
Robert Ross.

PROCLAMATION - ARBOR DAY (WEEK)

Davidson read and presented the Arbor Week Proclamation to Howard
Teague of the Tree Board.

RESOLUTION NO. 13, SERIES 1993 - RECOGNIZING THE CITIZENS OF
LOUISVILLE'S RIGHT TO INSPECT PUBLIC RECORDS

Davidson asked that this Resolution be placed on the Agenda,
because he had read a couple of letters in the Louisville Times
claiming that open government, even though the Council supports it,
doesn't fully exist and he believes it does, feeling a formal
resolution was in order, since there is some doubt. Davidson read
the Resolution.

Annette Brand, City Administrator, stated that she was speaking for
herself and the other employees in the City of Louisville:

Brand:

We have a very strong service
orientation. We understand and we
respect government very much. I
sincerely believe, and I think the
other employees do, that government
is of the people, for the people,
and by the people. Long before the
term "open government" became a
"buzz word", I subscribed to it in
every city where I worked. I saw to
it that it was implemented in every
city where I worked. We are
responsive to the citizens and the
press in all of the matters that
concern public records. When I came
to Louisville, there was a form that
people had to fill out, whenever
they wanted to inspect something in
the public record. I asked people
to throw that form away and whenever
records are open, to give them to
the people, to let them inspect
