Next <br /> year he could be a City employee. <br /> <br />Kranker stated that they want the Council to support Mr. Carnival <br />and welcome him back as the swim team coach. <br /> <br />Sisk: I would be happy to make the motion <br /> to the extent of requesting Mr. <br /> Carnival to be the swim team coach <br /> for the year 1993, that he would be <br /> covered by the liability insurance <br /> and would be paid for any out-of- <br /> pocket expenses, which he would <br /> incur. That's the motion. <br /> <br />Joe Fuentes, father of children on the swim team, stated that the <br />message that Council has sent to the people is that Mr. Carnival is <br />being unethical, which is not the case. The other message being <br />sent is that Council is perfect, as is the Ethics Code, which he <br />felt was not true. He wanted the message sent that says Council <br />believes Mr. Carnival is not unethical. He wanted the law changed. <br /> <br />Randy Alford, 506 West Arrowhead Court, Louisville, Colorado, <br />didn't think the money was the issue. He felt the law needed to be <br />reconsidered. He didn't believe the intent of the Council <br />originally was to bar volunteer coaches from menial pay. <br /> <br />Davidson: <br /> <br />For a point of clarification, the <br />other coaches of soccer, football, <br />and baseball, none of them are paid. <br />They are all volunteers. They are <br />not covered by the Ethics Ordinance <br />at all. The Ethics Ordinance only <br />covers the City Council, members of <br />Commissions that are sitting and <br />appointed, City employees. <br /> <br />Mayer stated that the Council did not make a ruling that Randy <br />Carnival couldn't be an employee of the City. It was a ruling of <br />the Municipal Judge from Nederland, as per Louisville's Ethics <br />Ordinance. He strongly objected to the notion that somehow Council <br />arbitrarily made up rules that said Randy couldn't coach. He can <br />coach. He stated that the City Council didn't decide that Randy <br />couldn't be an employee under the law. A Judge from Nederland made <br />the ruling. He had told Lathrop that he would consider a change to <br />the Ethics Ordinance, if it were much more broad based for everyone. <br /> <br /> <br />
