Open Space Advisory Board <br />Minutes <br />October 14th 2015 <br />Page 2 of 4 <br />can be sent out regularly on Facebook. The board discussed what the <br />goals of such a Facebook campaign would be. <br />10. Ember has a first draft of the proposed pocket map and it will be <br />available to review on Oct. 21. Helen, Christopher, and Mike would like to <br />review it. <br />11. Proposed prairie dog control will be going out to bid. The goal will be <br />to remove approximately 20 prairie dogs. They will not remove the dogs <br />near the burrowing owls at Davidson Mesa, as to keep that area <br />undisturbed. The City's will be to live -trap (via flushing) and then donate <br />them to a black footed ferret recovery program. <br />B. The OSAB terms of Linda and Helen are both ending in December. Their re- <br />application forms are due November 16th. OSAB has one vacancy for 2016, <br />since Tom Davinroy left this spring. <br />C. Brief Tour of the New City Services Building— (done before the meeting) <br />VI. Board Updates - <br />A. Missy Davis & Christopher Smith — Letter to City Council Re: Acquisition <br />Alternatives <br />Missy asked for some clarification about what the board would like to see <br />included in this letter. Helen felt the goal is to highlight alternative land acquisition <br />strategies to Council (such as easements and options), since they weren't part of <br />OSAB's memo during the study session. These alternatives to direct purchase are <br />almost never brought up in City discussions and may be helpful to consider. <br />B. Linda Smith —COSA Conference Update (Moved to next month, as Linda was <br />absent) <br />C. Mike reported an osprey fishing at Harper Lake. <br />D. Christopher and Ember printed land management maps showing public land <br />and conservation easements of Boulder County and distributed them to the board <br />members. <br />E. Missy reported that Great Outdoors Colorado has a program to connect kids <br />to open space by letting cities become outdoor hubs. <br />F. Laura reported that the governor's newly announced program of funding for <br />bike connectivity projects might be a great way to leverage funding for trail linkages and <br />improvements suggested by the wayfinding project. Mike agreed that Louisville may <br />have an advantage in obtaining these grants, since the wayfinding project essentially <br />prepared the groundwork for identifying the best, most impactful projects. He <br />commented that this may turn out to be an unlooked -for benefit of the wayfinding project. <br />Ember cautioned that many of these grants require matching funds, so the City would <br />need to be ready to put some money up front. <br />VII. Public Comments on Items Not on the Agenda - <br />A. Steve Rasor (409 Majestic View Drive). He brought photos of an Australian <br />park he considers a model for all -age playground facilities, commenting that most <br />Louisville playgrounds seem geared towards very small children. The board passed <br />around the photos. Mr. Rasor is primarily concerned about the Davidson Mesa Off - <br />Leash Dog Area. He brought a letter, signed by himself and his neighbors, who all live <br />on Boulder County land adjacent to the Off -Leash area. They report that in the summer <br />there are a lot of weeds and dust that blow onto their lots from the Off -Leash Area. After <br />storms they get contaminated storm water flowing into their land and pooling around <br />their wells, the source of their drinking water.
