Oil & Gas Conservation Commission. If they are unable to get that <br />"exception" location, they have agreed to absorb the cost of <br />drilling directionally underneath the southwest/northwest from a <br />surface location that wouldn't be anywhere near the ballfields. <br />They also requested that the City waive its right to the 30 day <br />notice requirement, if and when they proceed with the well. Should <br />they go ahead with drilling this well, they would abide by the <br />ordinances that have been adopted by the Coalition of Cities <br />covering oil and gas operations, in the interim until a decision <br />has been made concerning the possible changes in Louisville's <br />ordinance governing oil and gas operations. The location of the <br />tank battery would be subject to approval by the City Administrator <br />and would not adversely impact any existing or future City <br />facilities. <br /> <br />Davidson called for Council comments or questions. <br /> <br />Sisk: <br /> <br />David, maybe you could review with <br />us on the Lastoka/Harney property, <br />given the location, which would be <br />no greater than 60 ft. west of the <br />mid-section of that north/south <br />line, what dangers, if any, that <br />would pose to the ballfields that <br />might be constructed in that area. <br /> <br />Siple: <br /> <br />The dangers would be little, if any, <br />after the well is drilled. <br /> <br />Sisk: <br /> <br />Assuming the well is successful, <br />what would you do to mitigate those <br />wells from the standpoint of being <br />dangerous to any people, especially <br />children. <br /> <br />Siple: <br /> <br />What we would be talking about is a <br />well head that is approximately <br />waist high, enclosed in a chainlink <br />or wooden fence structure, and <br />capped off, and locked, so that no <br />access could be gained, except by <br />the Fire Department, or a <br />representative of Gerrity Oil. <br />We'll work jointly on the tank <br />battery location. When it is <br />selected, it'll consist of one, <br />possibly two tank batteries, a <br />separator, which separates liquids <br />from the gas, and a water disposal <br />tank that's fiberglass and <br />underground.
