APPROVAL OF UTILITY AUDIT SERVICES CONTRACT Davidson stated that it is not clear in this agreement that this company gets paid only after the City receives the savings. He wanted some words included in the contract to say that they get their money after Louisville gets theirs. Mayer was concerned about paragraph 3, which he felt made no sense and in paragraph 6, it wasn't clear if the two years in savings are being paid every six months of that two year period, or if it's paid within the six month period. He felt Council should sit down at a work session and go over the contract. Sisk wanted the references checked, as far as the utility audit is concerned. He felt that there should be a presentation from Audit Services or any other audit service, to give Council a chance to see what is available. Howard moved that Council do reference checks, have the City Attorney tighten the constraints of the agreement, so that it really says what is implied, and have a Work Session to discuss these merits and give the applicant or the service an opportunity to come and present their case. Seconded by Mayer. Brand stated that she and Sharon Asti-Caranci, Finance Director, request that this be a low priority item, as far as work sessions are concerned, as they need to get into the Budget soon. Davidson stated that it will be put in a future Work Session and be made a low priority item. Ail in favor. APPROVAL OF '93 - '94 COUNCIL GOALS Davidson asked to have this pulled from the Consent Calendar for one goal: Establish Residential Growth Control Ordinance, with appropriate citizen input. He preferred establishing a residential growth control policy, rather than an ordinance, as an ordinance is too inflexible. He asked if anyone on Council had a problem with changing it. NONE Sisk asked Annette Brand, City Administrator, to explain the process that led to Council/staff's retreat. 16
