Brand: I don't have the exact dates, but early in the year, February or early March, the Mayor asked our setting aside some time to have a mini- retreat to talk about the goals for the next year, '93 - '94, because we're working on some of them at this time. This was in an open meeting. I got some dates for the staff members, when they could be available. Then, I gave you a list of dates. Then, you told me when you could be available and we arrived at the date, May 7. At the first meeting in April, I passed out an tentative agenda saying that it was set for May 7, and that we did have the Board Room at Avista Hospital. I asked you to look over the Agenda and I went through the items on the Agenda. I asked you to look over and see if it was acceptable, if you wanted any changes. There weren't really any changes. There may have been a few minor things. The following Council meeting I passed out the revised Agenda, which had some other additional things on it like updates on this years projects, the status of where we were on that kind of thing. The packets were prepared a week in advance. I personally saw to it that'that Agenda was posted on the bulletin board downstairs, which is the official place that you had designated as the posting place. Two sets of minutes that I gave you copies of a few weeks ago .... the fact that I discussed this Agenda, when we would meet, and where we would meet was in the minutes. Those minutes are distributed in the packets of the meeting. Not only was it announced twice in public meetings, where, when, basic agenda, but it was recorded in the minutes and those minutes received distribution to .... they go to each of you, they go to both newspapers, they go to some other people, too.
