City Attorney have some time to draw
up how "cause" would be defined.

Howard felt that, if this was to be tabled, Council needed to give
Griffiths direction on what they would consider "cause." An
example of what Howard would consider cause for dismissing a board
member would be not attending a certain number of meetings, not
excusing themselves for ethical reasons, or any kind of ethical
misconduct.

Hornbostel asked if the local licensing authority would be covered
by the Ethics Ordinance.

Griffiths:

Yes, they would.

Sisk stated that it wasn't his desire to see this tabled. He
didn't see why Council should have any different authority with the
liquor licensing authority than they did with the Planning
Commission.

Lathrop stated that the reason he seconded it was because he felt
that there needs to be a statement as to why someone is being
removed.

Hedding did not want to see this tabled.

Howard suggested" .... can be removed for cause, as stated by the
Council."

Griffiths:

As I understand the proposal, it
would be to strike the words" .... or
without .... " in 5.08.080-D, and
after the word .... "cause" put "as
stated by they Council."

Sisk moved that Council approve the amendment to the ordinance
" .... may remove any member of the Authority with specified reasons
given for said removal." Mayer seconded.

Griffiths suggested Hornbostel open the public hearing and allow
anyone in the audience who wishes to comment on the ordinance,
including the amendment to the ordinance.

Hornbostel opened the public hearing asking for anyone in the
audience wishing to speak in favor or against the amendment to the
ordinance.

NONE

Hornbostel closed the public hearing.

Ail in favor with Davidson being absent.

6
