ORDINANCE NO. 1124, SERIES 1993 - AMENDING TITLE 14 OF THE <br />LOUISVILLE MUNICIPAL CODE TO PROVIDE AUTHORITY TO PERMIT LIMITED <br />TEMPORARY ACCESS THROUGH PARKS AND OPEN SPACE AND CLARIFY THE <br />DEFINITION OF PARKS - 1ST READING - SET PUBLIC HEARING 9/22/93 <br /> <br />ROSS read by title only Ordinance No. 1124, Series 1993, "An <br />ordinance amending Title 14 of the Louisville Municipal Code to <br />provide authority to permit limited temporary access through parks <br />and open space and clarify the definition of parks." <br /> <br />Steve Baysinger, Parks & Recreation Director, explained that by the <br />definition of parks in the Code book the city is not allowed to <br />grant access through the open space for people to do projects on <br />their property. This year he has had requests for landscaping and <br />additions to homes, whereby the homes are too close together for <br />them to be able to get any machinery behind the homes to complete <br />their projects. According to code, Parks & Recreation is not <br />allowed to grant them access through the open space, even though at <br />times that may be having a truck with sod come through that open <br />space, put down the pallets of sod, etc. This is addressing a <br />change in the ordinance to allow access through the open space, <br />through the Parks & Recreation Director. He explained that the <br />Code and the overall enforcement of the Code specifies that no <br />damage can be done to the open space, which would be enforced. <br /> <br />Davidson felt that open space belongs to everyone in the city and <br />not for the private use of the people who happen to live next to <br />it. <br /> <br />Mayer wanted this referred to a work session, because of all of the <br />implications. He wanted to look at some specific examples and <br />benefits. <br /> <br />Lathrop felt a work session would be appropriate. <br /> <br />Hornbostel agreed that a work session would be appropriate. <br /> <br />Sisk moved that Council table Ordinance No. 1124, Series 1993, and <br />schedule a discussion on it at a work session. Seconded by <br />Hornbostel. All in favor except Davidson. <br /> <br />Hornbostel suggested that the definition of open space also be <br />discussed at that work session. <br /> <br />CENTENNIAL WEST <br /> <br />Sisk stated that after the Budget meeting last Wednesday night <br />there was a discussion about Centennial West. He asked if Paul <br />Wood could give that report now, before the Executive Session. <br /> <br />Paul Wood, Planning Director, stated that Mr. Sheffield was out of <br />town over the long weekend.
