Mayor Fauson moved ,and Anderson seconded to award <br />the Pirate's Park Renovation Project to Sierra <br />Landscaping at their low bid of $19,450. <br />Unanimous. <br />AUTHORIZATION TO AWARD BID - CITY <br />INSURANCE Asti-Caranci stated that at the November 17, 1987, <br />City Council Meeting, City Council authorized <br />staff to hire an insurance consultant, Wayne <br />Jurgens, to develop Requests for Proposals (RFP's) <br />in order to obtain ',bids for the City's property, <br />vehicle, public official and police liability <br />insurance that will expire on March 25, 1988. The <br />only proposals that were submitted (deadline was <br />5:00 p.m. on Friday, March 11, 1988) were from <br />Insurance Associates the current City carrier. <br />Asti-Caranci explained that out of nine RFP's <br />requested, the City received two full bids, both <br />from the City's current carrier, Insurance <br />Associates of Estes, and one partial bid. There <br />were also two bids :Eor the City's blanket bond <br />portion of the insurance. The two full quotes <br />received by Insurance Ass. were for $136,712 and <br />$141,827. Upon reviewing the bids, Asti-Caranci <br />stated there were areas of concern that need to be <br />addressed prior to ithe City receiving a firm quote <br />for the insurance. Asti-Caranci is recommending <br />that Council authorize staff to renew the <br />insurance coverage :Eor the City of Louisville for <br />the year 1988 with :Insurance Associates of Estes <br />and allow staff to work out details and areas of <br />concern. <br />One area of concern was for the general liability <br />and property insurance portion of the City's <br />insurance was quoted on a claims basis versus an <br />occurrence basis. Staff recommends the quote <br />should be for an occurrence basis. This would be <br />in the City's best :interest and would increase the <br />quote by 10-15$, however, there are other areas <br />quoted that can be reduced to help offset this <br />additional cost. Asti-Caranci feels that the <br />final quote will bye somewhere between $153,000- <br />$157,000, comparable to what the City paid in <br />1987, and in line with what was budgeted for 1988. <br />Szymanski raised the question as to why we only <br />received two full quotes. Asti-Caranci stated <br />that in her opinion when one insurance company <br />goes out to receive a quote, no other company can <br />receive a quote from that entity. There are so <br />few companies that will actually quote to a <br />government agency. Mohr concurred stating that <br />few companies are interested in municipal <br />3 <br />
