Mr. Griffith stated that the petitioners <br />introduced themselves and explained the operation <br />of the establishment:. "It was my assumption <br />that if they signed 'yes', that either they felt a <br />need for it persona]_ly or that they felt a need <br />for it on a community level. " "I answered all <br />questions honestly and when someone asked if this <br />was going to be a bar, the answer was 'no'. We <br />are not going to be a bar. Our budget for our <br />sales indicates very very little in terms of <br />percentage for liquor sales." Mr. Griffith stated <br />that least 90$ of wriat the operation has budgeted <br />is for food sales. <br />Anderson asked that the language of the petitions <br />to be circulated be established in detail by <br />Council and research be conducted as to other <br />cities' requirements; in the establishing the needs <br />of the neighborhood. <br />Szymanski stated that he understood Mr. Hayden's <br />concerns, but that competition decides how the <br />market goes, not City Councils. Based upon the <br />petitions presented, Szymanski sees no alternative <br />but to approve this application. <br />Mayor Fauson closed the public hearing and called <br />for a motion. Szymanski moved that the Restaurant <br />Liquor License for M[ooties be approved. Anderson <br />seconded. By Roll Call Vote, the motion was <br />passed unanimously. <br />TEMPORARY USE PERMIT - FRONTIER MATERIALS - <br />PUBLIC HEARING Wanush explained that the applicant, Homart <br />Development Company and Frontier Sand and Gravel <br />are requesting that the Temporary Use on Parcel Q <br />be extended for 18 month. This use called for a <br />gravel crushing operation and hauling the gravel <br />off site. This Permit was approved in 1986 <br />wherein the crushing operation lasted <br />approximately three months and is completed. What <br />is left is a pile of crushed gravel. The Permit <br />expired in January and they still want to operated <br />to remove the gravel from the site. The Extension <br />requires a public hearing for which proper notice <br />and publication were established. Staff is <br />recommending Council approval with all the <br />conditions that were attached in the 1986 approval <br />except those that relate to the actual crushing <br />operations since they are moot at this point. <br />Sackett asked if this site is next to the golf <br />course site. Wanush concurred. Sackett stated <br />that he has concern with the 18 month period <br />requested. <br />4 <br />
