The applicant, Herm Schempp, owner of the Pow Wow <br />Grounds, stated that: further research has been <br />conducted to address; Council's concerns. Mr. <br />Schempp asked Mr. Geitzenauer to present these <br />findings. <br />Mr. Geitzenauer who is proposing the mini-sprint <br />use on the Pow Wow Grounds stated that he hired <br />Howard McGreggor, P.E. and noise expert, to answer <br />questions with regard to the level of noise <br />produced by these vehicles and that sound testing <br />has taken place on the property. <br />Mr. Geitzenauer stated that this is a family <br />oriented function geared toward inexpensive family <br />entertainment. Admission is to pay for the <br />expense of operation on the Grounds, lease and <br />insurance. <br />Mayor Fauson called upon those people wishing to <br />speak to the issue. More than a dozen Lafayette <br />residents spoke against the proposed use stating <br />that their properties are in close proximity to <br />the Grounds and the noise, intrusion of attendees <br />parking on and around their properties, littering <br />and trespassing are concerns that they would hope <br />Council would take into consideration and deny <br />this use. <br />Dennis Drumm, representing RB Development, who has <br />property very close to the Pow Wow Grounds, asked <br />Council, in considering the proposed use at the <br />Grounds, that they would condition or limit the <br />use temporarily and evaluate the effects that this <br />endeavor may or may not have on properties in the <br />immediate area. <br />One gentleman from Westminster spoke in favor of <br />this proposed use stating that this was a family <br />activity geared toward children and asked Council <br />to look favorably at the requested proposal. <br />R.E. Anderson, 2220 E. Street in Louisville, <br />stated that noise, pollution -- people and air -- <br />will be the negative result of this proposed use. <br />Mr. Anderson stated that he at one time lived <br />close to the Lakeside track and the noise was <br />unbearable. Mr. Anderson stated that when the <br />flea market was held on the Grounds, the debris <br />that blew into his hay fields was never cleaned up <br />by the owner of the Grounds. <br />Council asked that Mr. McGreggor give a <br />presentation with regard to the noise created by <br />these vehicles. <br />6 <br />
