Mr. McGreggor, P.E. and president of Engineering <br />Dynamics, 3925 Soutlh Kalamath, Englewood, stated <br />that he conducted experiments on the 28th of <br />March. The noise produced as a result of the <br />experiments were wii~hin the State's criteria on <br />acceptable noise limits for residential property. <br />This regulation stai:es that the noise level can <br />not exceed 55 db from 7 a.m. to 7 p.m. and 50 db <br />from 7 p.m. to 7 a.nn. In Mr. McGreggor's <br />professional opinion, the db level for 10 vehicles <br />running at the same time on the track would <br />produce approximately 27 db at the furthest <br />property line point. <br />Staff researched otYier race tracks and found many <br />complaints with regard to noise in a three-block <br />radius of the track. The manager of the Lakeside <br />Speedway stated that: mini sprints are the loudest <br />of all vehicles. <br />Szymanski stated that he agrees with those <br />opinions that this would provide good <br />entertainment and would be welcomed in the <br />appropriate area. It is the location in question. <br />Although this is a decision concerning Louisville <br />property, the major impact will be on this City's <br />neighbors in Lafayette. Szymanski thanked those <br />people who spoke to the issue. "I hate to speak <br />against a proposal that would provide <br />entertainment to the area. But I also would be <br />hard-pressed to approve something that would be <br />disruptive to many of our neighbors in Lafayette. <br />From what I have heard from the public comments, <br />noise and the concerns, I would have a hard time <br />supporting this resolution, Mr. Mayor." <br />When asked by Scarpella, Wanush stated that the <br />uses attached to the Agreement for the Pow Wow <br />Grounds spell out what the recreational enterprise <br />means and in his opinion, this proposed use does <br />not fit the recreational enterprise. However, <br />this proposal is somewhat borderline and is a <br />Council issue. <br />Williamson stated th<~t he concurred with Wanush's <br />opinion and Council might be straining the <br />recreational definition. "As long as Council <br />keeps adding to the :List of things that they can <br />do without 'developing the property' just continue <br />to defer the performance of all the obligations <br />that are set forth in the Agreement. They will <br />never need to develop the property if you keep <br />adding to the list..,," "At some point in time, <br />and maybe its not tonight, you've got to draw the <br />line and say we can't: have a ten page list of <br />7 <br />
