until 1989, we need to have preliminary plans in <br />order to complete a site plan for the course and <br />to make more accurate cost estimates for course <br />construction. Council will make the final <br />decision on the awarding of the bid. The <br />preliminary golf course budget contains $478,200 <br />for these items. Staff is requesting Council <br />authorization to prepare a Request For Proposal <br />and to solicit proposals. <br />Mohr moved and Sc;arpella seconded to authorize <br />staff to prepare an RFP and to solicit proposals <br />for a club house architect for the golf course. <br />Unanimous. <br />Anderson and Sackett returned to the meeting. <br />RESOLUTION #18, SERIES 1988 - W-470 RECONSTITUTION AGREEMENT - <br />SET PUBLIC HEARING Resolution #18, "A Resolution authorizing the City <br />of Louisville, Colorado to enter into the W-470 <br />Highway Authority Agreement; and ratifying action <br />heretofore taken in connection therewith." <br />Mohr stated that he supports this Resolution <br />which will create a public highway authority <br />pursuant to Section 43-4-504(1) of the Colorado <br />Revised Statutes, and each participating member <br />must hold a public hearing within its <br />jurisdiction. The proposed reconstitution of the <br />W-470 Authority falls within this statutory <br />requirement. The first step in this <br />reconstitution is for the City to set a date and <br />hold a public hearing. <br />Sackett stated th<~t he had the opportunity to <br />attend the last m~=_eting of the Authority. "I <br />think it is obvious to most people why W-470 is <br />beneficial to Louisville in that it connects us <br />directly with the new airport and its been shown <br />that economic development is stimulated by a <br />freeway such as W--470. Both those factors fit <br />well within our goals as a City Council.. There <br />are some major concerns that the citizens of <br />Louisville have acid that I have and they relate to <br />the financing of t:he freeway. And there are some <br />facts that I think: are important to make clear. <br />First, no property taxes can be assessed without <br />the vote of the people within the District of <br />freeway." "The Authority won't have the ability <br />to say we're just going to levy a property tax. <br />There is the ability to assess a Special <br />Improvement Tax. What this means is anytime you <br />add an improvement. to the City, those improvements <br />will be taxed. Thee theory behind this is that <br />because the freeway stimulates economic growth, <br />5 <br />
