Scarpella concurrec~ with Carnival and asked that <br />the music end at no later than 10:00 p.m. <br />Mayor Fauson moved that Council approve this <br />request for a Live Music Permit from 7:00 p.m. to <br />10:00 p.m. Scarpella seconded. <br />Anderson offered an amendment to include 1) <br />alcoholic be consurned only within the boundaries <br />of the residential lot, not on sidewalk and not in <br />the street, 2) alcohol served only in accordance <br />with State law, and 3 ) if the police verify a <br />violation of the permit or the conditions, that <br />they close the party down. <br />The vote on the amendment was unanimous. <br />The vote on the permit with the added amendment <br />was unanimously approved. <br />AGREEMENT TO OPERATE MOBILE VENDING <br />CART The applicant, Robin Paquet, is requesting <br />permission from the City of Louisville to operate <br />a mobile hot dog cart and occupy public right-of- <br />way. A detailed staff report was submitted to <br />Council in addition to Ms. Paquet's letter of <br />intent. Staff provided guidelines including <br />information from other cities allowing mobile food <br />carts in public rights-of-way. Issues identified <br />by staff concerning this proposal include location <br />of operation, health monitoring and inspection, <br />insurance, pedestrian access in right-of-way, <br />competition with City sponsored groups selling <br />concessions at locations where proposed cart will <br />operate, and the re:>ponsibility for clean-up. <br />Ms. Paquet stated i~hat she is currently seeking <br />permission from a local restaurant to serve as her <br />commissary. Locations proposed to operate the <br />cart are Memory Square Park and Miner's Field. In <br />addition, she would like to allow her operation to <br />take place in the downtown area where pedestrian <br />access would not be impeded. <br />Sackett stated that he likes the idea at the <br />baseball field, but was concerned with the <br />downtown area and at parades and such events. <br />Sackett asked if hex- permit could restrict her to <br />the ballfield. <br />Since Ms. Paquet's request is asking for use of <br />public right-of-way, Anderson asked if <br />restrictions could be placed to restrict her <br />business to certain areas. <br />10 <br />
