freeway such as W-470. Both those factors fit <br />well within our goals as a City Council. There <br />are some major concerns that the citizens of <br />Louisville have and that I have and they relate to <br />the financing of the freeway. And there are some <br />facts that I think are important to make clear. <br />First, no property taxes can be assessed without <br />the vote of the people within the District of the <br />freeway." "The Authority won't have the ability <br />to say we're just going to levy a property tax. <br />There is the ability to assess a Special <br />Improvement Tax. TnThat this means is anytime you <br />add an improvement i~o the City, those improvements <br />will be taxed. The theory behind this is that <br />because the freewa~Y stimulates economic growth, <br />that that economic growth ought to pay for the <br />freeway and it makers a lot of sense." "Unless you <br />do something to improve your property... you. won't <br />be taxed. " "Bec<~use we participate in the <br />Authority, we can lhelp dictate the structure of <br />the freeway and where the on and off ramps will go <br />and how we will pa!~ for the freeway. " "It does <br />not jeopardize our citizens in any way <br />financially." Sackett stated methods of taxation <br />that don't require public vote are based on the <br />theory that people who benefit from the highway <br />should have to pay for the highway. Businesses <br />that succeed becausE~ of the highway should have to <br />pay for the highway. If these taxation methods <br />are used, people currently living in Louisville <br />will not be affected by the highway in the form of <br />taxes. <br />Mayor Fauson commented on Sackett's reference to <br />the City's dependency on growth dollars stating <br />that although Louisville would be affected if <br />growth did not occur, the City could survive. <br />Anderson stated that if W-470 is built now, the <br />displacement will be minimal. Atlanta is an <br />example of where beltways, transportation and the <br />airport caused positive economic growth. <br />Anderson stated that he too would vote schools <br />ahead of everything else. However, it is in the <br />City's best interest to remain a voice in the <br />Authority and wait f`or the financial report to be <br />completed before deciding on whether W-470 is <br />feasible. <br />In response to a question by Carnival, Wurl <br />outlined how the Authority was formed stating that <br />people in the public: and private sector looked to <br />answer questions regarding the need for a highway, <br />where should it go and how to implement a plan to <br />5 <br />
