the south right-of-way line of South Boulder Rd. <br />was acquire by the City of Louisville through <br />condemnation. The obligation for landscaping <br />there lies with Homart Development Co. and will be <br />complete prior to December 1991 in conjunction <br />with the balance of the second phase roadway <br />improvements on McCaslin Blvd. In the interim, <br />the roadway is in i;.he County although the City <br />owns the right-of-way. During the past month, the <br />City has undertaken some efforts to go in and <br />smooth out the berming area so that the weeds <br />could be mowed and maintain the area. <br />The City has taken kids for an 8 foot fence to be <br />erected on approximately 600 ft. of currently 6 <br />foot fencing adjacent to the right-of-way to <br />McCaslin Blvd., the area most impacted by the <br />realignment of McCaslin right-of-way. The fence <br />should be completed by the end of August of this <br />year if there is a consensus of property owners <br />for this project. <br />Stahl explained than the power lines in question <br />were always on McCaslin, but Public Service <br />changed the configuration from horizontal lines to <br />a vertical alignment. Public Service has the <br />ability to upgrade their services at their expense <br />at any time they wish. The City's only option was <br />to participate in the underground costs. <br />Sackett asked if the homeowners have the ability <br />to set up a special improvement district to raise <br />the revenue to cover the costs of undergrounding. <br />Stahl stated that tree total cost of undergrounding <br />would be borne by tY'ie district. Stahl stated that <br />he would provide what information they would need <br />to explore that option if the property owners so <br />desired. <br />Mayor Fauson directed the City Administrator to <br />provide that information to the homeowners as the <br />City's hands are tied with regard to this issue. <br />RECESS Mayor Fauson called a five minutes recess, called <br />the meeting back to order and continued with the <br />City Council Regular- Business. <br />Councilmen Sackett and Anderson asked to be excused from each of the <br />following proceedings regarding the Golf Course due to possible conflict of <br />interest. <br />APPROVAL OF BID AWARD - GOLF COURSE CONSTRUCTION - <br />VALLEY CREST Pursuant to City Council authorization, Golf <br />Course Construction Bids were opened on Monday <br />July 11th.
