Franklin stated that the Chapmans have requested <br />that the City vacate ownership of 10' wide alley <br />which borders their property on the north. An <br />exclusive utility easement will be maintained in <br />the alley as well as in an additional 5' strip of <br />land paralleling the alley on Chapman's property. <br />There is a sanitary sewer line and power pole in <br />the alley. The adjacent property owner has agreed <br />to the vacation and Planning Commission approved <br />this requested on June 14, 1988. However, staff <br />is requesting a continuance until September 20, <br />1988, in that the case not is fully ready for <br />Council consideration. <br />Mayor Fauson opened the public hearing and asked <br />if there was anyone in the audience wishing to <br />speak to this Ordinance. There were no comments. <br />Mayor Fauson stated that upon staff's <br />recommendation he would initiate a motion to <br />continue the public hearing on Ordinance #965, <br />Series 1988, until September 20, 1988. Mohr <br />seconded. Motion passed 5-0. <br />DISCUSSION - COMMUNITY SERVICES <br />FEES Stahl stated that the there have been some <br />comments regarding the City's current fee <br />structure for utilization of the City's parks in <br />addition to a request by the Library Board to <br />increase fees and fines. <br />Lillo explained that the Community Services <br />Department is currently administering an informal <br />Park Reservation and Fees policy to users of City <br />Parks wherein City. residents and non-residents may <br />reserve City parks by completing a facility use <br />permit form and paying a $25.00 non-refundable <br />fee. To obtain an alcoholic beverage permit for <br />parks, an additional $25.00 fee is charged to <br />residents and $50.00 to non-residents of <br />Louisville, also non-refundable. The Community <br />Services Department would like Council <br />consideration in restructuring and formalization <br />of the following Park User Fees: <br />Residents & non-profit groups - $25 refundable <br />Non-residents & non-profit - $50 ($25 refundable) <br />Resident businesses - $75 ($25 refundable) <br />Non-resident businesses - $100 ($25 refundable) <br />The City would no longer issue alcohol permits for <br />City Parks due to increased City insurance <br />liability risks. <br />3 <br />
