Mr. Sawyer feels that the City administration was <br />not interested in working with him. <br />Mohr asked what rairings Mr. Sawyer had as a pilot. <br />Mr. Sawyer responded that he had 1600 hours and <br />has a private multi-engine rating, with all of <br />the hours in the Colorado area. <br />Mohr stated Sawyer compared his operations to crop <br />dusting. Mohr staged that he is experienced pilot <br />who also insured cz-op dusters and knows that they <br />have an experienced ground crew during their <br />operations. Mohr asked Sawyer what type of ground <br />crew he had and if they were trained. Sawyer <br />responded that every time he lands there is a <br />person on the ground, usually a pilot, who checks <br />for obstacles. <br />Mohr asked if Sawyer landed on City streets. <br />Sawyer responded stating that he had but his <br />intention was not to land on a City street again, <br />but to land in a private field. <br />Mohr asked if Sawyer was aware that there was a <br />special review process to request this activity. <br />Sawyer stated he was made aware of that but that <br />he questions whether landing a plane occasionally <br />constituted an airport. Also, Sawyer stated that <br />he was given the impression by the City <br />administration that "they" were so against this <br />activity that there was no hope of him achieving <br />this. <br />Mohr stated that Council determines the question <br />of what constitutes an airport. And also, after <br />Sawyer took it upon himself to continue this <br />activity and ignore the powers that be, those <br />people responsible j`or the safety and reasonable <br />operations of the City, Mr. Sawyer might have <br />prejudiced his case„ Mohr stated that he is <br />concerned as a pilot: about a reasonable and safe <br />operation with or without this ordinance. <br />Mohr felt that there is a general aviation airport <br />within four or less air miles to the south and one <br />to the northeast where Mr. Sawyer could land his <br />aircraft. Mohr feels that exceptions are within <br />the FAR regulation t:o accommodate aircraft <br />operations such as crop dusters. And in the case <br />of Mr. Sawyer's business, it is really not <br />necessary to land at. the Tech Center. "It does <br />not seem a reasonable expectation on your part <br />that we should allow you to land in an area which <br />to some extent has some questions of <br />reasonableness of safety because the nature of <br />7 <br />
