Anderson also asked for an
update on the South Boulder Road project.
Phare explained that the rain has set the project
somewhat behind iri the actual road project.
However, the synchronization of the signal light
project becomes more and more likely as that
project is on schedule. Projected completion time
is first of June.
Leesman stated the speed limit has been reduced
through the project, but there is still trouble
with speeding on South Boulder Road.
Carnival asked staff what can be resolved as a
result of the Ditch Company depositing debris along
the ditches. Krisko stated that his department is
trying to remove the debris from the bike paths,
but there are many areas where large deposits of
mud and branches have been stacked especially along
Via Appia which may be in the ditch easement area.
Rrisko felt that tlhe City is lacking in manpower to
remove the debris in any quick manner.
The problem arises in that the Ditch Companies
have prescriptive easements/right-of-ways where
much of the debris is. Anderson referred to City
ordinances that many not allow this type of debris
regardless of whether or not it is on public or
private land. Mayor Fauson stated that it has been
difficult in the past to find someone with the
organization who could take action and work with
the City by virtue of the fact that they are a
"loosely organized group."
8
