Szymanski stated that the property, directly south <br />of City Hall, is an important piece of property to <br />acquire for the benefit of the City. <br />Mayor Fauson moved that staff be authorized to <br />submit a contract for the purchase of the property. <br />Szymanski seconded. Unanimous. <br />DAVIDSON MESA GOLF COURSE PROPOSALS <br />COUNCIL ACTION Hundley related that at Thursday's Work Session, <br />Council listened to two proposals for the <br />development of a golf course on City owned open <br />space at Davidson Mesa. At the conclusion of this <br />meeting, Council requested that staff meet with <br />the Golf Association today to discuss this issue <br />further and to seek their recommendation for a <br />golf course developer. <br />The Golf Association unanimously recommended the <br />proposal submitted by Pines Enterprises, Gary <br />Vickers. Virginia Caranci, co-chairman of the <br />Golf Association, stated that they are "delighted" <br />with the proposed development as it is a plus for <br />the entire City. <br />Hundley explained that one proposal was to <br />construct a golf course at no cost, in essence, <br />to the City. The risk would be taken by the <br />developer. A lease would be negotiated for the <br />Davidson Mesa property over an extended period of <br />time. The second proposal would have been a "turn <br />key" type of course. The developer would have <br />contracted with the City to design and build a <br />golf course with the City issuing lease-purchase <br />bonds - in essence, the City being obligated to <br />make annual payments over the 15-year life of the <br />bonds. Concern over City's obligation in the <br />second proposal outlined led the Association to <br />endorse the first proposal with Pines Enterprises. <br />Hundley recommended that City Council award a two <br />month exclusive option to Pines Enterprises for <br />the purpose of completing a feasibility study on <br />constructing a golf course on the City owned <br />Davidson Mesa site. At the end of this two month <br />period, if the feasibility study is positive and <br />the City identifies no major obstacles in <br />proceeding on a golf course, the City will commit <br />to negotiating in good faith with Pines <br />Enterprises for its actual design, construction <br />and operation. Hundley also ask that Council <br />authorize staff to analyze in detail the City's <br />ability to provide water and other services for <br />this purpose and to look into any other areas of <br />8 <br />
