the restaurant owners in designing an ordinance so <br />that people can participate in society in a smoke- <br />free environment and yet not jeopardize liberty. <br />I am in support of a smoking ordinance. What is <br />the best tactic to take to find a common ground <br />between this (proposed) ordinance and one that <br />could be modified to support our local <br />businesses." <br />Anderson asked if Morris would comment on these <br />concerns. <br />Morris stated that the proponents of this ordi- <br />nance offered a compromise in that they purposely <br />left out any involvement of regulation in the work <br />place and only involved public places. The only <br />cost to the restaurants is for signs. He would <br />like to hear why the opponents of this proposed <br />ordinance feel that it is so restrictive. <br />Mohr stated that one of the ten goals set by this <br />Council was to "heal the wounds of the past and <br />try to get the different factions to work together <br />and we have been appealed to this evening by one <br />of those major factors, the business community, to <br />consider in a public hearing to hear some of their <br />comments.......and I encourage my colleagues to <br />consider a public hearing on this issue." <br />Carnival stated that in his opinion between the <br />two options -- setting a public hearing or setting <br />a special election on this issue -- setting a <br />public hearing would allow Council to hear the <br />input of the people. Carnival is concerned that <br />the petitioners opted to bring this ordinance in <br />the form of an initiative rather than coming to <br />the City to come up with a smoking policy. "I <br />guess I am asking a question of the petitioners, <br />what prompted you to bring it to us in this form?" <br />Mayor Fauson stated that it was not necessary for <br />the petitioners to answer unless they wished to <br />respond. <br />Morris stated that "we just felt that we liked <br />this ordinance." Amending it "perhaps would not <br />be as satisfying to me because I am already very <br />comfortable with it." <br />Scarpella stated he feels as everyone else in that <br />there are only two choices and made a motion that <br />Council set this proposed ordinance for a public <br />hearing on October 7, 1986, and listen to the <br />other side before making a decision.
