Judson stated that "it is a formulated growth management plan outlining <br />guidelines for the future prosperity of Louisville. These guidelines <br />ensure the quality of life Louisville residents expect. These guidelines <br />also encourage commercial and residential development according to sensible <br />planned and balanced policies. The initiative establishes a good plan for <br />the future of Louisville." Referring to the referendum (the next Agenda <br />Item), Judson stated that it repeals the zoning of the Biella/Menkick land, <br />113.48 acres located on the south and north side of U.S. 36 and the reason <br />for doing this is that it ties directly into the initiative. <br />Judson detailed sections 5-9 on the initiative and Karen Olson covered the <br />first four sections. <br />The buffer along U.S. 36 was voted on once in 1983, Judson stated, and it <br />is proposed that a 1500' buffer shall be required on the north side of U.S. <br />36 and shall be rezoned agricultural. The remaining land on the north side <br />shall be rezoned commercial. Judson stated that is proposed so as not to <br />mar the southern entryway to Louisville. A 1500' buffer is recommended on <br />the south side of U.S. 36, "but we do not require it." "We realize that <br />this land is prime for commercial; therefore, we make the compromise." <br />"For the 1500' buffer, we also further recommend that service expansion <br />fees will be raised to purchase the 1500' buffer on the north side. One of <br />the reasons why we feel that this should be done is that Mr. Biella should <br />be paid a fair price for his land." <br />Referencing the section regarding annexation south of U.S. 36, Judson <br />stating this this is clear cut and doesn't need much explanation "with <br />exception of the Biella/Menkick properties, no further annexation shall be <br />acquired on the south side of 36. We feel that this part of the initiative <br />will be an insurance policy that no further Land will be annexed on the <br />south side of U.S. 36." <br />The part dealing with the encouragement of a supermarket located on the <br />northeast corner of Highway 42 and So. Boulder Rd., Judson stated that this <br />land was open space and has been zoned commercial. "This is fine. We <br />would encourage, however, that the original spirit and intent of this land <br />be carried out. In other words, a supermarket or large retail store." <br />Judson stated that this is preferred over strip commercial land in this <br />area. <br />Judson said that it is stated in the initiative that any zoning from <br />agricultural land which is designated mostly open space to commercial land <br />should be brought to the voters of the City of Louisville at regularly <br />scheduled elections. "It would save money. Less sporadic elections will <br />appear which are costly." "This will encourage proper planning guidelines <br />for planned economic growth in the future for the City of Louisville." <br />In Section 9, Judson read the portion where it outlines the timetable <br />(three months) to implement the requirements stated to allow for flexi- <br />bility and time to organize for major policy decisions. <br />Judson summarized: "We sincerely recommend that Council adopt this growth <br />management proposal. What it does is it outlines quality planning for <br />Louisville's future. It maintains a compromise between residential and <br />commercial development and open space.
