I would encourage a public hearing on this issue...in <br />a format agreed upon by both sides...agreed upon by COPE and also the <br />Chamber of Commerce or whoever would like to have the public hearing. That <br />way we can have a formulated plan for the public so that the public will <br />benefit from exactly what we are stating. I also feel it should be in a <br />friendly open atmosphere and it should be sponsored by non-interest <br />groups." <br />Olson expressed a concern that Council was sending a negative message <br />regarding citizen initiatives and petitions and hoped that Council would <br />not approach this initiative in the same manner perceived by Ms. Olson. <br />She further stated that in obtaining signatures, the circulators "were most <br />careful to caution each person who signed the petition to read it and it <br />took a lot of time to go over this petition with each individual. We were <br />aware of our responsibility to do that and we did." "We feel there is a <br />grassroots concern...about managing the residential growth of Louisville." <br />Olson stated that the first section deals with the mean class size and the <br />Boulder Valley Schools located within Louisville. "We would like to keep <br />Louisville children in Louisville without overcrowding of the classrooms <br />and without having to use rooms which are not designed for classroom use. <br />Our hope is that it will encourage some interaction between the City <br />government and the school district to allow the growth of the City and <br />subsequently for classrooms and schools to proceed in an orderly manner. I <br />know that this has been a concern of all of you and that you have been <br />working toward this goal. We would like to have permanent assurance that <br />future councils would regard it in that way also." <br />Olson went on to state that the water supply portion of the initiative was <br />something that didn't require much explanation indicating that this would <br />be a way to avoid a problem as happen in 1984 wherein the City experienced <br />a water crisis. <br />According to Olson, the residential growth rate section would not present a <br />"complication for the City...it ties the growth rate to 5$ or three times <br />whatever the state growth happens to be...allowing approximately 200 per- <br />mits a year and is within reason in terms of the survey that was done this <br />past summer." <br />Section IV deals with residential annexation and Olson stated that it re- <br />quires that 75$ of the land that is already annexed and zoned be dealt with <br />before further land is annexed to the City for residential growth. <br />In closing Olson stated, "I would like to appeal to your sense of fair play <br />and encourage you to study the initiative carefully before taking any <br />action. I would also like to suggest that you hold a public hearing so <br />that some of these people who signed the petition and others in the com- <br />munity who are interested in it can come before you and have the opportun- <br />ity for their opinions to be heard and to allow debate -- fair and full <br />debate -- to go on before you take any final action on this." <br />Mayor Fauson stated that this not a public hearing but felt there were <br />people in the audience wishing to speak on the issue and asked those people <br />6 <br />
