implementing a competitive and equitable pay <br />system for compensating City employees. The City <br />will now be in a position to upgrade this <br />internally over the next five years as needed. <br />This plan is designed to compensate employees <br />based on performance and is an important step so <br />that those people who are truly performing in <br />effective and outstanding categories are going to <br />be compensated extra for those extra efforts they <br />are putting out. <br />Mayor Pro Tem Mohr agreed with Hundley stating <br />this merit based type of increases will help the <br />morale of the employees and keep people whose <br />performance is outstanding. <br />Anderson moved that Ordinance #921 be placed out <br />for publication and a public hearing be set for <br />November 18, 1986. Scarpella seconded. <br />Unanimous. <br />ORDINANCE #914 - WATER RATES - CONTINUATION OF <br />PUBLIC HEARING Hundley explained that the public hearing should <br />be opened to allow people to speak on the issue. <br />However, as discussed at Council's last Work <br />Session, some additional information regarding <br />alternative rate structure will not be available <br />until next week. Therefore, staff recommends that <br />the public hearing be continued to the November 6, <br />1986, Council Meeting. <br />Mayor Pro Tem Mohr asked if there were any public <br />comments regarding Ordinance #914. None. <br />Mayor Pro Tem Mohr moved that the public hearing <br />on Ordinance #914 be continued. Scarpella <br />seconded. Unanimous. <br />FUNDS REQUEST FOR W-470 STUDY <br />PHASES II & III Hundley explained that the City received a letter <br />regarding Phases II and III of the W470 Study <br />wherein it is requested that the City of <br />Louisville contribute $1,229 toward this study. <br />Hundley recommends that inasmuch as the City of <br />Louisville's budget is quite tight, Council may <br />wish to request that any funding come from 1987 <br />Budget allocations. <br />Hundley stated that this would be a tentative <br />commitment as final action would need to be taken <br />in January, 1987, for accounting purposes. <br />Carnival stated. th~t~ it ins a viable project and encouraged <br />the City remain in the program and moved that <br />Council tentatively approve continued <br />9 <br />
