for this development, required under either zoning <br />category, Council may waive the height restriction <br />as sees fit. In addition, doctor's offices are <br />considered to be accessory uses to the hospital <br />facility and would be permitted. It would not be <br />permitted as a use by right but only as an <br />accessory use. Everything that can be <br />accomplished in a CB zoning relating to a hospital <br />facility can be accomplished with A zoning through <br />the PUD process. <br />When the application came to the Planning <br />Commission, CB zoning was requested. The <br />Commission held a public hearing wherein they <br />reviewed this and discussed it quite thoroughly <br />and were generally supportive of the CB zoning. <br />However, two concerns they had related to 1) if <br />the hospital facility was not built, what might <br />happen; and 2) in conjunction with that, they had <br />a concern as to what would happen if the property <br />was sold. It was felt that the CB zoning might go <br />beyond what was being proposed for a hospital use, <br />a use which the Planning Commission saw as a very <br />positive use for the area and the community. <br />Therefore, several conditions were attached. <br />In the interim, staff and the applicant jointly <br />determined that the same results could be achieved <br />under the A zoning. This would be much more <br />straight forward than CB zoning. Both staff and <br />the applicant support A zoning. <br />Donald Edge, representative for Adventist Health <br />Systems, stated that the facility will consist of <br />a hospital, doctor's offices, nursing home and <br />"all the good things relative to health care," <br />however, no one is quite sure when all these <br />things will occur. A year ago, the Board at <br />Memorial Hospital became aware that a larger <br />facility would be needed in the near future. This <br />piece of land was found and then came to the City <br />with a plan which was received well. Mr. Edge <br />thanked staff for their cooperation and the <br />willingness of the community to annex this land <br />and the agreed upon A zoning. <br />Mayor Fauson asked for comments either in favor of <br />or in opposition to Ordinance #920. <br />Tom Davidson, 611 W. Chestnut Ct., told Council <br />that this kind of growth "can be very beneficial <br />to Louisville. Its the kind of development that <br />can make Louisville the center of the east County <br />and I think its a very wise thing for Louisville <br />3 <br />
