Hundley explained that the City of Louisville, the <br />City of Broomfield a.nd Boulder County embarked on <br />a feasibility study of a new interchange at U.S. <br />36 and an extended 96th Street. While the feasi- <br />bility study clearly indicated a need for this new <br />interchange, support for this interchange was put <br />on hold as a result of Broomfield's annexation of <br />the land immediately surrounding this interchange. <br />At a Work Session several months ago, this issue <br />was discussed before Council and Council indicated <br />a willingness to support a resolution regarding the <br />interchange if certain portions of the draft <br />agreement prepared by Broomfield were altered. <br />This resolution supports the new interchange and <br />incorporates all language that staff feels neces- <br />sary relating to this issue. Costs associated <br />with the construction of the new interchange will <br />be determined at a later date based upon the <br />benefits to all parties. <br />This Resolution will be forwarded to Boulder <br />County and hope that they will support it. <br />However, as of now, Boulder County has expressed <br />concern over the land use issues. Hundley stated <br />that it is important for Louisville along with the <br />City of Broomfield to get this issue moving. <br />Boulder County is willing to look at this and <br />support this as well, but the two key <br />municipalities, Louisville and Broomfield, should <br />send a clear message as to the support. <br />Mayor Fauson moved that Resolution #54 be adopted. <br />Mohr seconded. Unanimous. <br />DISCUSSION - SCRIPPS HOWARD CABLE TELEVISION <br />RATE INCREASE A letter was sent to all cable subscribers <br />indicating a rate increase effective January, <br />1987. This item was put on the Agenda for Council <br />comments . <br />Rautenstraus outlined the terms of the franchise <br />agreement stating that a non-exclusive permit was <br />granted to Storer Cable in 1980 wherein rates <br />would not be increased for a period of two years. <br />In 1983, Storer transferred their rights under <br />this permit, and the City agreed to the transfer <br />by an amendment to the permit agreement, wherein <br />subscriber rates would remain effective for a <br />period one year from the date of the transfer to <br />Scripps Howard. This one year period was over in <br />1984. Recent legislation has basically taken away <br />any rights of cities to regulate cable rates. <br />3 <br />
