classified as exempt from a payment of overtime <br />for any hours worked in excess of 40 hours in a <br />work week. At present, employees who fall into <br />the categories of Administrative or Professional <br />are currently being paid overtime at time and a <br />half for hours worked in excess of 40 hours in a <br />workweek. City staff recommends that employees <br />who fall into the category of Administrative or <br />Professional earn compensatory time on an hour for <br />hour basis for any hours worked in excess of 40 <br />hours rather than these positions being paid time <br />and a half. Employees who fall into the Executive <br />category are currently earning compensatory time <br />on a half straight time basis. This will remain <br />the same. <br />Mayor Fauson moved that Resolution #56 be <br />approved. Sackett seconded. Unanimous. <br />APPROVAL OF CONTINGENCY FUNDS <br />TRANSFER Hundley explained that each year during the budget <br />process, City Council establishes a reserve fund <br />equal to six percent (6~) of the General Fund <br />operating revenues and appropriates this amount in <br />the Council's budget, classified as contingency. <br />Any use of these funds requires City Council <br />approval, and may be used to provide additional <br />funds for unexpected service needs for any of the <br />various spending agencies within the General Fund. <br />A breakdown of the proposed uses of these contin- <br />gency funds was presented and was discussed in <br />detail by the City's Finance Committee on <br />Thursday. Recommendation by staff is to approve <br />allocating $117,024 from the contingency fund for <br />the purpose explained. <br />The use of these funds includes the rental of Pine <br />Street Plaza for recreational use (approved last <br />year by the prior Council) and other Council <br />activities such as a temporary worker for the City <br />Clerk. Many unanticipated overruns resulted in <br />other use of the contingency funds. <br />Szymanski, Chairman of the Finance Committee, <br />discussed the Committee's recommendations. The <br />Committee emphasized that each department hold <br />the line on spending and stay with the budgeted <br />amount. The second recommendation is that <br />transfers from the contingency fund be authorized <br />at the time of request. The Finance Committee and <br />Council could then review the status of this fund <br />throughout the year, not just at the end of each <br />year. <br />6 <br />
