Open Space Advisory Board <br />Minutes <br />March 9th 2015 <br />Page 2of6 <br />F. There have been lots of complaints about dogs at Harper Lake, where they <br />are not allowed. Staff will repurpose the coyote sandwich boards to say "no dogs <br />allowed" and put them in the middle of the trail at Harper Lake. <br />G. There used to be coopers hawks nesting at the NW corner of the <br />Warembourg property. They have not been there for two years, possibly due to <br />increased social trail usage in the area. Staff would like to add sandwich board signs <br />asking people to stay out of the wooded areas. <br />H. Staff is still working on a coyote presentation for elementary school <br />assemblies. A school principal has agreed to the presentation and it may happen in <br />April. <br />I. Staff is preparing projects for the Boulder County Youth Corps. This summer <br />the Youth Corps will do projects for Open Space, Parks, the Rec Center, and the Golf <br />Course. <br />J. Staff is working on revising the volunteer photo point and vegetation <br />monitoring protocols. <br />K. Staff is working on summer weed control plans. <br />L. Staff is working on an interactive map of coyote sightings /encounters for the <br />city webpage. <br />M. Staff is assessing bench pad cost estimates for memorial benches. <br />N. Staff will re -map social trails on Louisville Open Space properties. <br />O. Staff is working with the US 36 design team to plan fencing and gates at the <br />point where the US 36 Bikeway crosses Davidson Mesa. Ember has requested a safety <br />rail for the switchback off the mesa. People have been biking it at night and the curve is <br />sharp and steep. <br />P. The City has agreed to fund a short trail at Dyer Rd. that will connect to the <br />US 36 bikeway. Helen asked Ember to get information about how it would be funded, <br />feeling it should not be funded with the Open Space and Parks Trust Fund since it will <br />not cross any City of Louisville Open Space or Park property. <br />Q. There will be a meeting with Boulder County about the trail leading west from <br />the Overlook Underpass. A final alignment and maintenance agreement needs to be <br />hammered out. Helen asked Ember to report to the board about the Dyer Rd. trail and <br />the Overlook Underpass trail at a future meeting. <br />VI. Board Updates - <br />A. Mike mentioned that he observed at least 100 brochures from the Highway <br />Overlook kiosk that had blown all over the US 36 Bikeway and the fences at Davidson <br />Mesa. He suggested staff talk to someone about wind proofing that kiosk. <br />B. Mike saw a code enforcement officer at the Dog Off -Leash Area at Davidson <br />Mesa. The board all agreed that they had never seen Louisville police officers on Open <br />Space property before. <br />C. Mike counted more dogs illegally off -leash at Davidson Mesa than were in the <br />Dog Off -Leash Area. He opined that Open Space can't get a ranger to enforce the leash <br />regulations fast enough. Helen commented that she sees more dogs off -leash than on- <br />leash at North Open Space. <br />D. Mike reported that on the "oh- oh -2 -7" Facebook page people are complaining <br />about dogs being off - leash, and that a majority of those complaining self- identified as <br />dog- owners. He pointed out that dog leash laws are not a dog- owners vs. non dog - <br />owners issue. Missy asked whether there was any effort to track dog license adherence, <br />since dogs are supposed to be licensed within the City. Ember said that the ranger may <br />3 <br />
