In the proposed transfer, McStain would deed over <br />to the City a 3-acre site located on Via Appia <br />plus an 8.93-acre parcel which would increase the <br />size of the City's recreation site to 30+ acres. <br />In exchange, the City would deed over to McStain a <br />5-acre site with the condition that it be <br />developed at lot. sizes equivalent to what is <br />already in that area and at densities consistent <br />with that area. McStain would conduct soil <br />testing to ensure that the site can be utilized <br />for the fire station construction because of <br />possible mine subsidence problems. This exchange <br />would increase the number of housing units that <br />McStain would be allowed on their Master Plan in <br />the amount of 7-10 units due to the comparable <br />densities and allowing them to develop at these <br />densities, Hundley explained. <br />Hundley further related that the 5-acre site <br />currently owned by the City is not a good site for <br />a fire station as it is not on a major arterial, <br />there are powerlines over it and can not be used <br />by a helicopter, and it is in a residential area. <br />The proposed situ has immediate access to Via <br />Appia, can be ser~Ticed by a helicopter, and the <br />size of the site is a generous exchange. <br />Should the soil Nesting prove that this is an <br />inappropriate site for the fire station, further <br />negotiations would be sought for a desirable site. <br />Tom Hoyt stated that extensive testing has taken <br />place immediately surrounding this area and has <br />passed through the State Geological Society as <br />being buildable, and speculates that this site <br />will also be suitable. <br />Council spoke in favor of the exchange with <br />McStain's willingness to negotiate and considered <br />it a win-win situation. <br />Mayor Meier moveci that the land exchange with <br />McStain Enterprises for the new fire station site <br />be approved. Luce seconded. Unanimous. <br />CHANGE ORDER FOR <br />WATER TREATMENT <br />PLANT APPROVAL Phare outlined for Council the reason for the <br />Change Order. The late shipment of valves ordered <br />by the City affected the progress on the <br />construction for the contractor and an extension <br />of the completion date to July 12, 1985, is being <br />sought with the assurance by the contractor that <br />all items would be complete by July 12, 1985, with <br />the possible exception of some, if any, minor <br />punch list items.
