Morris seconded. <br />Cussen expressed concerns that Council was assured <br />that the Plant would be on-line by June 1, 1985, <br />and a 1 though the P 1 ant i s on-1 ine now, there are a <br />number of things that are NOT finished at the <br />Plant. Cussen listed several items and asked for <br />an explanation. <br />Mark Klee, Rocky Mountain Consultants, addressed <br />these concerns and reassured Council that this <br />Change Order would. complete this project with the <br />exception of minor detail work, i.e., paint touch- <br />up and aesthetic items, not operational items. <br />Cussen suggested to Council that time after time, <br />the City has had contractors that have not met <br />deadlines and Change Orders were approved to <br />extend these deadlines. It is Cussen's concern <br />that an extension :Ls being sought where negligence <br />of a contractor or improper supervision of <br />consulting engineers has created the need for an <br />extension. <br />Mark Klee assured Council that this Change Order <br />would be for an extension of time for the <br />completion of items NOT critical to the Plant's <br />operation. <br />Hundley expressed his feelings that this Change <br />Order is necessary and although staff has echoed <br />many of the same concerns that Cussen voiced, <br />staff feels that this will put the contractor on <br />notice that the C_Lty will not allow any further <br />delays and gives -the contractor a time deadline <br />for completion or suffer liquidated damages as <br />provided for in the contract. <br />The Change Order was unanimously approved. <br />CLOSURE OF CITY OFFICES <br />ON JULY 5TH, 1985 Mayor Meier declared the City offices closed on <br />Friday, July 5th, giving the employees a 4-day <br />weekend in light of the fact the employees have <br />not had any additional salary compensation this <br />year. <br />7 <br />
