was not a good base for this survey. He was concerned about the
survey being so close to the election of new Councilmembers.

Chris Miller, Assistant to the City Administrator, stated that the
360 households is based on approximately 6% of Louisville's total
mailing list of households in Louisville. He explained that this
is a scientific approach.

Howard felt this was a fair, scientific survey to get the citizens
views.

Mayer felt that the terms "very poor" to "excellent", should be
stated in a range of high to low. He thought there should also be
a "no opinion" area.

Miller explained that if there is a "no opinion" area, you get a
lot of "no opinions."

Lathrop stated that the questions are asking for perceptions of the
City in certain areas. He felt they would get the most believable
results, if somehow they could be sure the citizen had the
opportunity to have some experience in the community. Some of the
questions would not mean anything to new people in the City. He
agreed with Levihn concerns about the new residents to Louisville.

Miller stated that he would check with the survey firm concerning
the random selection process.

Keany felt there should be a fair amount of time allowed for the
return of the survey and an endorsement on the envelopes for
address corrections, so the City will know where it is being
forwarded to.

Annette Brand, City Administrator, suggested using Louisville's
registered voters.

Howard stated that they could solve the problem of length of
residency in Louisville without prejudicing the survey by cross
tabulation.

Davidson called for further Council comments or motions.

Brand suggested this item be tabled until the next Council meeting.

Mayer moved that Council table this issue until the May 19, 1994,
Council meeting and direct staff to get information on the subject
as has been specified. Seconded by Sisk. All in favor.

AUTHORIZATION TO PURCHASE PARKS MAINTENANCE VEHICLES - STATE BID

Sisk wondered where the vehicles would be purchased, as he wanted
as many items purchased from Louisville merchants as possible.

10
