Paul Wood, Planning Director, stated that this would subdivide an 18.6 acre parcel into eight lots for <br />commercial and office development. The proposed PUD was just for Lot 1 for a one and two story <br />office building of 21,000 s.f., which meets the Gateway Design Guidelines. There will be 25% open <br />space. A total of 122 parking spaces (24 of which are compact spaces) are proposed, with a ration <br />of 6.0 spacesdl,000 s.f. Tract A is proposed as the public land dedication for the Alvenus Subdivision. <br />The proposed dedication is in excess of the required 1.35 acres (58,806 s.f.). The tract will provide <br />a trail linkage between Hwy. 42 and a previously dedicated 4.4 acre open space parcel, including a <br />portion of Hecla Lake. Planning Commission approved Resolution No. 34 at their May 10 meeting <br />with three conditions of approval (SEE ATTACHED). <br /> <br />Bob Brisnehan, 836 Main Street, Louisville, Colorado, stated that 25% of the cost of the signal to <br />be recovered prior to the issuance of building permits was extremely high, because the traffic light <br />does not directly benefit this project. He also thought the cost of the light would be about $75,000. <br /> <br />Davidson called for Council's comments and questions. <br /> <br />Mayer felt that if the city took Hecla Lake as an amenity, there needed to be public access and <br />parking there and there was no provision for that on the PUD and Plat. <br /> <br />Brisnehan stated that the trail is expected to veer off to the north, not down by the lake. <br /> <br />Mayer was looking for an area that parking could occur, or land set aside in the right-of-way to <br />eventually be utilized as a parking area. <br /> <br />Levihn moved that Council approve Resolution No. 34, Series 1994, with the subdivider paying up <br />front the 25% for the cost of the traffic signal. <br /> <br />Paul Brooks, 16 Karla Way, Broomfield, Colorado, did not feel it was equitable for the city to assess <br />25% to a street that may produce 3% of the traffic at that intersection. He did not feel the traffic light <br />was needed there or even an outlet on South Boulder Road. <br /> <br />Keany wondered if they would rather have $3,000 per lot assessed now or delay the project until their <br />traffic study was completed and then determine the amount. <br /> <br />Brooks took offense to that statement feeling Council was "shaking" them down. He stated that the <br />traffic study should be available momentarily. <br /> <br />Levihn restated his motion that Council approve Resolution No. 34, Series 1994, with the amendment <br />that the subdivider shall put up 25% for the cost of a traffic signal. <br /> <br />Motion died for lack of a second. <br /> <br />6 <br /> <br /> <br />
