Historical Commission <br />Minutes <br />July 6, 2016 <br />Page 2 <br />VII. Museum Master Plan: <br />A. Discussion/Direction/Action — Approval of revised Visitor Policy: <br />Bridget reported, after consulting with the city attorney, that the City <br />cannot prohibit openly displaying a weapon in the Museum, but the Visitor <br />Policy can request that visitors refrain from that action. The revised Visitor <br />Policy was approved. <br />B. Discussion/Direction/Action — Commission review, discussion, and <br />adoption of Museum Master Plan: <br />The Commission has approved of parts of the Museum Master Plan from <br />past meetings (including the business plan, needs assessment, collections <br />management policy, visitor policy, and volunteer policy). The Master Plan <br />was brought to the Commission for review and discussed as a whole for <br />approval. The Commission discussed the Business Plan and noted that it <br />presented the possibility of different tools and opportunities to be further <br />considered. The Commission liked the five goals and strategies of the <br />Master Plan that set the purpose of the Museum moving forward. There <br />were suggestions to add more information to the executive summary and <br />to add additional language regarding historic preservation. The Commission <br />approved the Master Plan with these edits and decided to review the <br />changes at a special meeting on August 3rd just prior to a joint meeting with <br />the Historic Preservation Commission. <br />VIII. Discussion & updates regarding other developments relevant to the Museum: <br />A. Review of June 7th City Council budget retreat meeting: <br />The budget retreat mostly concerned Capital Improvement Projects (CIP). <br />At this time, the proposed CIP budget for 2017-2018 includes $49,000 to <br />fund such things as a schematic design of a new Museum building and <br />polling of the public on related issues. <br />B. Budget requests affecting the Museum: <br />As stated before, the proposed CIP budget for the City for 2017-2018 <br />includes $49,000 at this time. Having a preliminary design will hopefully <br />allow for the History Foundation to build a capital campaign. The <br />Commission discussed options with respect to capital funding coming from <br />a combination of Foundation fundraising, City funds, and grants. <br />C.
