Phare stated that they run about $5,000/pair installed at a crossing. <br /> <br />Lathrop lives in the neighborhood and has observed the flagrant violations of the speed limit and total <br />disregard for the STOP signs. He felt the current detention pond at the corner of Sycamore and <br />Hoover, proceeding south from there, could easily become a nice extension of that neighborhood <br />park system, with the bike trail connection, etc. He stated that the detention pond could be moved <br />south to the Warembourg property. All of this is subject to a study to the Parks Department. He felt <br />a sidewalk could be placed across what is now the detention area over to Sycamore and the children <br />taught to use that instead of the Sycamore intersection. He was not in favor of the yellow flashers. <br />He felt a single location which is easily identified by street markings, signs, and by a flashing signal <br />was the safest remedy. <br /> <br />Howard was concerned that, if too many flashing lights were installed around Louisville, the <br />effectiveness would be greatly reduced. <br /> <br />Sisk felt this needed further study. <br /> <br />Mayer was concerned about the children making decisions about crossing the street with a significant <br />number of cars going in excess of 35 m.p.h. <br /> <br />Keany was concerned that this will open a"Pandora's Box" and many neighborhoods will be coming <br />in for flashing lights and school crossing markings. For a speeding problem, he suggested a four-way <br />stop for 24 hour speed reduction. <br /> <br />Phare did not feel a four-way stop was the answer and could possibly be a detriment. <br /> <br />Davidson proposed asking staff to study this and tell Council where the flashing signals should be and <br />then get them installed. He felt they should be only operating when school children are actually <br />crossing. He wanted to know what other areas in Louisville are like this one. He wanted the criteria <br />defined. <br /> <br />Lathrop felt this should be studied before action is taken. <br /> <br />Davidson moved that Council direct staff to come to the next Council meeting with a location for <br />yellow flashing lights on Hoover Street. Seconded by Mayer. Roll call was taken. Motion passed <br />by a 4 - 2 vote with Keany and Lathrop voting against and Levihn being absent. <br /> <br />Keany moved that Council direct staff to come back as soon as possible to the October 12, 1994, <br />Work Session with a determination of possible locations of school safety zones. Seconded by <br />Howard. All in favor with Levihn being absent. <br /> <br /> <br />
