APPROVAL OF EASEMENT - COAL CREEK TRAIL <br /> <br />Tom Phare, Public Works Director, stated that the County had completed arrangements with <br />Burlington Northern Railroad to modify the bridge drainage culvert that spans Coal Creek providing <br />for the trail project to move forward. For the project to move ahead in a timely manner, Burlington <br />Northern had asked the city to give them an easement across open space for relocation of the gas <br />main, which is in the way of proposed construction. <br /> <br />Dickey Lee Hullinghorst, Governmental Relations Director for Boulder County, stated that this is for <br />the purpose of enlarging the box culvert to a bridge to accommodate the trail on Coal Creek and to <br />provide for very important flood control. It removes a number of residences in the City of Louisville <br />from the flood plain and will provide for a trail connection for Coal Creek Trail. In order to build the <br />expanded bridge, Public Service needs to move a gas line. The City of Louisville has three utilities <br />in the same vacinity. <br /> <br />Davidson asked for Council questions or motions. <br /> <br />Sisk moved that Council authorize the City Attorney's staffto execute an easement for Public Service <br />Company consistent with the sketch, which was attached to the Council's information. Seconded by <br />Howard. Roll call was taken. Motion passed by a 6 - 0 vote with Levihn being absent. <br /> <br />ORDINANCE NO. 1159, SERIES 1994 - MAKING THE POSITION OF CITY CLERK <br />APPOINTIVE RATHER THAN ELECTIVE IF APPROVED BY THE VOTERS OF THE <br />CITY OF LOUISVILLE, AND CALLING A SPECIAL ELECTION THEREON - 2ND <br />READING - PUBLIC HEARING (PUBL. LSVL. TIMES 8/24/94) <br /> <br />Griffiths read by title only Ordinance No. 1159, Series 1994, "An ordinance making the position of <br />City Clerk appointive rather than elective if approved by the voters of the City of Louisville, and <br />calling a special election thereon." <br /> <br />Ca/friths commented that, due to a motion not being made on this item at the August 2, 1994, Council <br />meeting, this matter was back before Council. It was readvertised for a public hearing and now a <br />motion should be made on the Ordinance. <br /> <br />Davidson opened the public heating calling for anyone in the audience wishing to speak on this item. <br /> <br />Maj-Lis Kemper, City Clerk, commented that she looked at this issue from the citizen's point of view, <br />with the expertise of having been City Clerk. Citizens call her and want her to be a liasion between <br />Council and the citizens among the bureaucracy of the city government, which she felt was a very <br />important liasion roll. She asked Council, in the best interest of the citizens, to consider not putting <br />this to ballot. She felt electing officials was the most important thing the public can do in this <br />democracy, as citizens should be encouraged to participate in their government. <br /> <br />6 <br /> <br /> <br />
