out of town this week and could not be present at this meeting, which is another reason they were
asking for a continuance. He stated that they have commissioned a financial study to be done to
address the financial impact. He commented that they will have a response to the Planning
Commission findings in their plan when they come back to Council that will address the buffering
issue.

Howard commented that previously Council had made plain that there were problems with this site,
such as it not being contiguous to other residential sites and the general look and feel of the entryway
to Louisville. He felt it was a strong statement that the Planning Commission had denied this
unanimously.

Bellock felt them was significant information that the Planning Commission had not considered with
regard to the impact on schools, traffic, and jobs. He commented that, due to the lack of time
between Planning Commission's response and tonight's meeting, they were not prepared to make a
full presentation at this meeting.

Lathrop moved that Council continue the public hearing on the Knollwood Subdivision until October
18, 1994. Seconded by Howard.

Sisk offered a friendly amendment that it be continued until November 1, 1994, as per staffs request.

Lathrop accepted, as did the seconder, Howard.

Davidson re-opened the public hearing.

Bellock preferred the October 18 date.

Roll call was taken to continue this item until the November 1, 1994, Council meeting. Motion
passed by a 7 - 0 vote.

Davidson asked Bellock, when he comes back, to address the issue of the difference in assessed
valuation and its impact upon the District.

Griffiths stated that when she and Wood discussed the possibility of a study/work session, her
response was that it ought not to be held, as rezoning is a quasi-judicial process and the Council is
required to make its decision based upon the evidence presented at a public hearing.

DISCUSSION/MOTION - CONSIDERATION OF AN APPEAL BROUGHT FORWARD BY
THE COMMUNITY DEVELOPMENT GROUP OF LOUISVILLE OF THE
KNOLLWOOD ESTATES PRELIMINARY SUBDIVISION PLAT AND PUD
DEVELOPMENT PLAN

Davidson moved that Council continue this until November 1. Seconded by Howard. All in favor.
