City Council 2016 Work Plan: <br />Status Report on Council's Top Priority Issues <br />✓ Street Maintenance and Repair. Status: Completed independent assessment of <br />pavement condition and used that information to develop a Council approved 5 -year <br />plan and $19 million 5 -year CIP reflecting Council's goals. <br />✓ McCaslin Urban Renewal Plan. Status: Completed RFP for development plan on <br />property, received one proposal, began negotiations with property owner. <br />Development agreement to be finalized in early 2017. Covenants and PUD to <br />follow. <br />✓ Recreation, Senior Center, and Aquatic Center Expansion. Status: Task Force in <br />2016 reviewed needed amenities at Louisville Recreation and Senior Center as well <br />as Memory Square Park, along with construction cost for expansion, and operations <br />and maintenance costs long term. Based on costs estimates determined bonds <br />needed for $28.6 million and associated property tax increase and an additional <br />$575,000 annually for O&M and associated sales tax increase. Approved by voters <br />in November 2016. Went out for RFP for architectural services and owner's rep in <br />2016. <br />✓ Golf Course Financial/Operational Results. Status: Worked with GCAB and <br />Finance Committee on dashboard to measure progress. With one full year of <br />operations complete, we continue to look at pricing and marketing strategies to <br />generate sufficient revenue to cover expenses and capital replacement. <br />✓ Biennial Budget Process & Program Budget. Status: Approved a biennial budget <br />for 2017/18 in November 2016. <br />✓ SoBoRd & McCaslin Small Area Plans. Status: Completed SoBoRd SAP in 2016 <br />and in final City Council review for McCaslin SAP. <br />✓ Police Department Strategic Plan. Status: City Council reviewed a draft in 2016, <br />final approval in early 2017 (scheduled for January 2017). <br />✓ Economic Development Review. Status: Discuss BRaD restructuring in 2017, with <br />recommendations to City Council in February 2017. <br />✓ Employee Compensation & Benefits. Status: Provided overview to City Council <br />mid -2016. Will review livable wage comparisons in March of 2017. <br />✓ Boards and Commissions Issues: Status: Reviewed various aspects of B&C <br />composition, made some changes in 2016.
