b. Golf Course Advisory Board Role. Status: Have not filled vacancies for 2016, <br />will review purpose in 2017. <br />c. Business Retention and Development Role. Status: BRaD discussed <br />restructuring, will come to City Council in February 2017. <br />d. 501c3 Issue. Status: Legal Committee review in progress. <br />e. Absences, term limits, work plans and related issues. Status: Reviewed <br />these issues in 2016 with some changes. <br />✓ Sustainability Plan and Activities. Status: Approved the Sustainability Action Plan <br />in 2016, completed the community garden, included various energy efficiency and <br />conservation measures in the expansion plans for the Rec and Senior Center and <br />executed solar capacity commitment agreements for 1,400 kW of solar generated <br />electricity. When Clean Energy Collective activates the full commitment, the City <br />would be receiving about 52% of the electricity used by City facilities from renewable <br />sources. <br />✓ Development Review & Cost Recovery. Status: Staff organized the City's <br />Programs to include a Development Review Sub -Program within the Community <br />Design Program, and began tracking both revenues and expenditures for that Sub - <br />Program. Once we have sufficient data (likely at least two year's worth) to reliably <br />determine the range of variability for both revenue and expenditures, we can <br />evaluate and adjust development fees accordingly. <br />✓ Implementing the Museum Campus Master Plan. Status: Approved the Museum <br />Campus Master Plan, including the Business Plan in 2016. Both HC and HPC met <br />to discuss the HPC extension and possible sources for Museum O&M. Further <br />discussion on Museum capital facilities in 2017. <br />✓ Contingency process for managing routine and unanticipated issues. Status: <br />The 2016 Work Plan reserved approximately 40% of Council's regular and study <br />session meeting time for contingencies. As unanticipated or previously unscheduled <br />issues came up, during the COUNCIL COMMENTS, COMMITTEE REPORTS, AND <br />IDENTIFICATION OF FUTURE AGENDA ITEMS section of Council meetings, <br />Council Members asked Council to consider scheduling this issues on the advanced <br />agenda. <br />✓ City Government Energy Use.
