Historic Preservation Commission
Meeting Minutes
December 19, 2016
Page 5of6
Discussion/Direction: Certified Local Government (CLG) Grant
Applications for CLG grants for 2017 are due on January 16, 2017. Staff is interested in using
the CLG grant to implement some of the action items in the adopted Preservation Master Plan.
Based on the interests of the Certified Local Government, Staff recommends an application for
the following:
Research and document Louisville's history/Establish guidelines for relocating
historic structures
The City of Louisville is working with PaleoWest to develop three historic context reports
as outlined in the Preservation Master Plan. The research has led to a wealth of
information on relocated historic structures. The City would like to create an interactive
map of relocated buildings and then use this to inform the development of guidelines for
relocating historic structures.
Provide orientation and training materials for HPC
The 2017 National Preservation Conference will be in Chicago November 14-17, 2016.
Staff is looking for direction on how many commissioners would be interested in
attending the National Preservation Conference.
https://pastforwardconference.org/pastforward2017/
Staff is looking for direction on whether to apply for a CLG grant for all of these items or some of
these items. The grant application is available on the History Colorado website:
http://www.historycolorado.org/oahp/grant-application.
Stewart says in the past, we looked at locations such as the Jefferson Place intensive level
survey. There has been talk of doing intensive level survey downtown. Would that fit in here?
Trice says that is the next step after the historic contexts are written. They will make
recommendations on survey and it will put us in a better position to get a grant. Do we want to
prioritize?
Cyndi Thomas says the first is most interesting because it is a piece of Louisville's history.
Stewart says CLG grants are typically $20,000-$21,000, so perhaps there is only $15,000 for
the first item and then $5,000 for the next.
Haley says the first priority is Research and document Louisville's history/Establish
guidelines for relocating historic structures.
Committee Reports: Public Outreach
Fahey and Haley came up with ideas for public outreach such as the Louisville realtor blog. We
thought six or seven different articles might be good outreach. We discussed a specific mail -out
to Little Italy and French Town to point out history and neighborhoods. We want to make sure
there are brochures for the museum and library. We want to focus on the ballot issue and do
more with the Camera and Hometown newspapers such as ribbon -cutting.
Trice says the City entered into a contract with a company called Bang The Table from
Australia. They do a program called Engagement HQ which is a software, online platform similar
to the Envision Louisville activity with Mine Mixer. Community members can participate in
discussions. Of particular interest to us and while working on the Historic Context is the ability
for people to upload photos and stories to contribute to the research that PaleoWest is doing. It
is an ability to ask questions.
Haley asks when this will start.
Trice says Staff had their first training with them today. In the next few weeks, we hope to go
live mid-January. Currently, it is only Planning and City Manager's offices working on it, but
could be open to other Boards and Commissions. It is a way to have online community platform.
